**Risk Manager**

Project : Roads Operations & Maintenance (O&M)

To identify, assess, and mitigate risks impacting the road O&M project’s performance, budget, and reputation, ensuring compliance with international risk management standards (ISO 31000). The role focuses on desert-environment challenges, oilfield proximity, and contractual penalties under performance-based contracts.

**Key Responsibilities**:
1**. Risk Identification & Assessment**
- Conduct weekly risk audits for:

- Desert-specific hazards (sandstorms, extreme heat, remote work locations).
- Road O&M risks (pavement failures, drainage blockages, traffic diversions).
- Contractual risks (penalties for missed KPIs, stakeholder disputes).
- Use quantitative tools (e.g., FMEA, Monte Carlo simulations) to prioritize risks.

**2. Mitigation Strategies**
- Develop action plans for high-impact risks
- Coordinate with:

- HSE Manager for safety-related risks.
- Traffic Ops Manager for incident-driven traffic disruptions.
- Planning Engineer for schedule delays.

**3. Contract & Compliance Risks**
- Monitor performance-based contract clauses
- Ensure insurance policies cover project risks (e.g., third-party liability, equipment damage).

**4. Reporting & Stakeholder Communication**
- Submit monthly risk dashboards
- Top 10 risks (likelihood/impact matrix).
- Mitigation progress (RAG status: Red/Amber/Green).
- Lead risk workshops

**Mandatory Requirements**:
**Education**:

- Bachelor’s in Civil, Mechanical or Environmental Engineering, or Risk Management (WHED-recognized).
- Master’s/MBA (preferred for P3 level).

**- Certifications**:

- Certified Risk Manager (CRM) or PMI-RMP.
- ISO 31000 Lead Risk Manager (preferred).

**- Experience**:

- 15+ years total, with 5+ years in risk management for roads/oil & gas projects.
- International experience outside MENA (e.g., UK/Australia for desert highways).
- Technical Skills:
**- Soft Skills**:

- Fluency in English (Arabic a plus).
- Crisis management for remote-project escalations.
