We are looking for HSE Manager for Qatar location.
Job Summary / Key Responsibilities:
To provide the best practice HSE solutions on day-to-day basis to monitor the project owner's HSE standards.
Act as the primary HSE liaison between clients/end users/tenants, contractors, consultants, and authorities.
To represent Project Owner to explain HSE construction implementation activities to client candidates.
Ensure the client/PMC HSE Management System aligns with local regulations, client expectations, and international standards.
To monitor and review the implementation of HSE standards at the construction sites.
Facilitate the development and approval of project-specific HSE plans, including emergency and fire safety plans.
Align the HSE needs of the projects in line with Project Owner's needs and provide effective risk management strategies.
Conduct periodic audits and inspections to ensure compliance with approved HSE management plans and legal requirements.
Regularly review and report on the HSE performance of consultants and contractors, highlighting non-compliances and recommending corrective actions.
Oversee incident investigations conducted by contractors, ensuring timely reporting, root cause analysis, and preventive action implementation.
Attend and chair client HSE meetings to address project-specific issues.
Ensuring all contractors and vendors on site have a requisite level of compliant safety training resulting in them having a high degree of hazard awareness.
Adopting a collaborative approach to health and safety across the entire project team promoting safety accountability at all levels, including from the client/end users.
Verify the availability of appropriate HSE resources, including personnel, equipment, and training,
Setting a zero-tolerance on health and safety culture.
Implementing a health and safety assurance process prioritises leading indicators, which are instrumental in developing effective risk mitigation strategies for the project site.
Taking initiative to supervise work activities on site in order to manage safety concerns or identified risks.
Develop and monitor the contractors' HSE evaluation criteria prior onboarding of contractors to site.
Develop and monitor the contractors' HSE performance matrices and set yearly/bi-annually/monthly Objectives and key results (OKRs) to map the performance.
Required Knowledge and Skills:
Knowledge and Skills
In-depth knowledge of local HSE regulations, international standards (e.g., OSHA, HSE UK, ISO), and construction best practices.
Conversant to a competent level with Microsoft Office (including MS-Project Management).
Demonstrated ability to work in a fast paced and high-pressure environment, to meet often tight deadlines, and to work proactively as part of a committed team
Exhibit an advanced level of expertise and up-to-date knowledge in project management, and HSE management, staying informed about emerging developments and trends in the field. Demonstrate proficiency in utilizing relevant information technology and systems to effectively address work requirements.
Demonstrates excellent interpersonal skills with a proven ability to effectively resolve conflicts of interest.
Required Experience
Minimum 12 years of experience in HSE management, specifically in data centers, energy sectors, power plants, high rise buildings, or mission critical facilities likes of airports, live/operational public shopping malls etc.
Work experience with project management consultants, leading supervision consultants, and clients is desirable.
Required Qualifications:
Bachelor's degree in engineering, HSE, or a related field.
NEBOSH National/International Diploma for Occupational Health and Safety Management Professionals (level 6) or Certified Safety Professional (CSP), and ISO 45001 Lead Auditor, or equivalent.
Professional membership of recognized health and safety institute.
