You are: able to participates in the analysis of the manpower requirements based on the objectives of the organization, and consolidate, prepare, and update the Manpower Budget report based on the approved manpower plan.

What will you do - Main responsibilities:

We are looking for a highly motivated and dedicated, full-time, Manpower Specialist. . This is primarily an applied position with a background in Manpower Planning and Budgeting, Job Analysis, Job Evaluation, Job Grading and Organizational Development. The candidate must be able to provide analysis, evaluation, and intervention strategies to manage the Manpower Plan of the organization.

An ability to contribute to the development of a high-performance culture is also required. All candidates must have a Bachelor's Degree in Human Resource Development Management or related course is required. A Master's degree and/or Ph.D. from an accredited University if preferable. 

Here are the Main Responsibilities of a Manpower Specialist:

  • Work with department heads to forecast and plan the organization's workforce needs.
  • Develop and implement manpower planning strategies to ensure the right staffing levels Collect and analyze data to forecast expected manpower requirement demand, given business plans for the future, and to forecast future human resources supply.
  • Perform headcount planning process that is aligned with the annual Budget. Drive continuous improvement and evolve to strategic workforce planning
  • Assist in the design and preparation of Strategic Manpower Plans.
  • Objectively evaluate all requests for additional manpower, creating new positions, deleting positions, upgrading positions, downgrading positions, reclassifying positions, re-titling positions, trading off positions and splitting positions.
  • Identify workforce requirements to achieve the organization's short- and long-term goals and objectives (for example: corporate restructuring, workforce expansion or reduction).
  • Perform internal workforce assessment techniques which can be utilized as established metrics for workforce planning 
  • Conduct job analyses to create and/or update job descriptions and identify job competencies in coordination with the concerned department
  • Identify, review, document, and update essential job functions for positions in order to ensure proper distribution of tasks for each position
  • Design, prepare, and update efficient organizational structures in line with the overall mission and objectives of the organization.
  • Participate in conducting workload studies to assess the validity of the current structure.  Propose restructures where necessary 
  • Review and recommend any requests of manpower or changes in the organization structure to ensure proper utilization of position titles and scope of position.
  • Collate and analyze information regarding current number of staff (headcount report), distribution of staff, levels within the organization, turnover rates, and retention data.
  • Coordinate with departments and projects at the planning stage, ensuring the overall goals and mission of the organization is adhered in reflecting operational requirements.
  • Assume any other responsibilities as directed by the direct supervisor.

Qualifications and requirements:

  • 5-7 years of related experience of which a minimum of 2-3 years should be in a similar position/responsibility, preferably in a similar Industry.
  • Qatari
  • Bachelor's Degree of Human Resources Development Management or related course.
  • Post graduate studies in the same line of industry is preferable
  • Proficient in data analysis.
  • Strong understanding of job analysis and job description creation.
  • Ability to utilize business intelligence tools effectively.
  • Excellent reporting and presentation skills.
  • Experience in workforce planning and organizational structure design
  • Has strong attention to detail.
  • Effective decision-making and problem-solving skills.
  • Ability to persuade and influence stakeholders.
