ACCOUNTABILITIESMonitoring offshore operational activities to ensure they are conducted in a safe manner and in compliance with NOC CMS Contributing to maintaining a strong Incident Free culture by role modelling safety behaviors and supporting mitigations and corrective actions wherever necessaryDriving uniformity, consistency and continual HSE improvement across specific areas of responsibility Contributing to the development and review of all risk assessments to ensure that hazards have been identified, adequate mitigations are in place and risk has been reduced to ALARP ACTIVITIESAssist in defining and enforcing health, safety (occupational & process) and environmental operating procedures and controls to build employee safety, legislative compliance and a responsible environmental attitudePromote HSE offshore, personally influence personnel behavior and organize HSE awareness campaigns. Motivate personnel, while also cultivating an open and transparent reporting and foster positive HSE practicesAssisting the HSE-SA in ensuring that all activities on and around the installations are planned, executed and completed in a safe and optimal manner Perform Site Visits with OTL/Production Supervisor and Performing Authorities for PTW preparationsProvide support and ensure operational procedures are properly applied, including but not limited to Permit to Work, Isolation, Inhibition procedures, Downgraded Situations, Site HSE Dossier, Job Safety Analysis and SIMOPS requirementsAssist with Site HSE drills and participate in Site Emergency training and exercises as a member of the Site Emergency OrganizationProvide expert advice on process safety, occupational safety and environmental issues on offshore installationsBe member of the Site incident investigation team; write incident reports, register and follow-up close out of actions. Support and share learning from incidents across the field and also from across the offshore industry.Verify inspections of critical safety equipment are current & ensure certifications are up to dateParticipate in site HSE audits and Inspections (Work permit, isolation, inhibit audits, HSE rounds, etc.). Participate in HSE Committee and Safety meetings and assist the HSE-SA in planning and preparation of materials.Supporting the HSE Community including sharing of information with the OSL, Field Operations and HSE-Q.Contribute to the development of safety critical procedures, guidelines and tools from an offshore aspect and provide feedback.Assist in raising cultural awareness, personal responsibility and understanding of all employees and contractors, and improve knowledge of offshore employees in HSE technical disciplinesRepresent NOC appropriately and in accordance with code of ethics when interfacing with internal and external stakeholders Promote NOC core values by being a safety role model, showing trust, respect and commitment, fostering collaboration across the organizationPromote cost consciousness across entire network of stakeholders in order to embed a strong cost culture CONTEXT AND ENVIRONMENTThe HSE Superintendent is responsible for providing Offshore HSE Leadership and Supervision of HSE Aspects on NOC Sites. He shall systematically influence and support HSE offshore on respective NOC Sites. The HSE Superintendent supports the OIM in all HSE matters related to managing the day to day priorities and ensuring safe delivery of business priorities. Al Shaheen is located approximately 80km NE of Qatar in the Arabian Gulf in an offshore environment with imposing limitations to work delivery.
