Summary:
You will ensurethat there is adequate AML/CTF system and control in place at Grouplevel to effectively manage the Money Laundering and TerroristFinancing Risk and enhance the Global ongoing changes for bothAML/CTF bodies including QCB instructions and the Financial ActionTask Force (FATF) to prevent the Group from being exposed to therisk of legal/ regulatory sanctions and the associated financial/reputation loss that the Group may incur/ suffer as a result offailure to comply with the relevant AML/ CFT regulations

Responsibilities:
  • Managethe AML/CFT efforts by monitoring customer daily transactions ontimely basis to avoid any suspicious transactions that could leadto fines/ penal actions and the consequent loss ofreputation
  • Liaise with the following oncontinuous basis to resolve their queries/ respond to issues raisedby them relating to the Groups AML/ CFT efforts:
    • Qatar Central Bankofficials.
    • Qatar Financial Market AuthorityOfficials
    • Qatar Financial CenterAuthorities
    • QNB Shariaa AdvisoryBoard
    • Officials from other government bodies inQatar like ministries and QE.
    • NationalAntiMoney Laundering Committee (NAMLC) and the FinancialInformation Unit (FIU) inQatar.
  • Managing theAntiMoney Laundering (AML) activities of the Group with the aim ofensuring complete and proper implementation of QCB regulations andguidelines regarding AML/ CFT including pronouncements/ directivesissued by the NAMLC and the FIU.
  • Managing theAntiMoney Laundering (AML) activities with the aim of ensuringcomplete and proper implementation of QCB regulations andguidelines regarding AML/ CFT including pronouncements/ directivesissued by the NAMLC and the FIU.
  • and enhancethe AML/ CFT policy manual and procedures in line with amendmentsto existing local laws and regulations and applicable internationalregulations pertaining to AML/ CFT. Also ensure that the amendmentsto the relevant AML/ CFT laws and regulations are communicated in atimely manner to the domestic entities to enable them to complywith the same.
  • Review and investigatesuspicious transactions reports (STRs) based on his own review/communications received from the Branch MLROs and escalate casesthat appear to be risky to the Head of Global AML/CFT for hisreview/ action.
  • Submit draft reports coveringthe AML/ CFT reviews conducted at each domestic entity to the Headof Global AML/CTF for review.
  • Participate inproviding responses to the AML/CFT questionnaire received fromcorrespondent banks and counterparties.
  • Assistin liaison with the NAMLC FIU and QCB with respect to AML/ CFTrelated matters.
  • Provide input regarding theselection of a system and the generation of reports there from tosupport the Groups AML/ CFT efforts and ensure subsequentimplementation of the system across the various Groupentities.
  • Coordinate efforts with the BranchManagers to ensure that they are checking/ reviewing the relevantreports generated by the system.
Qualifications:
  • Bachelor degree withprofessional qualifications such as CCO/ CIA/CPA
  • A minimum of 10 years of experience in amajor banking institution or regulatory agency out of which 5 yearsshould be in a supervisory role relating to Compliance or InternalAudit
  • Solid experience of working in financialservices. AML Compliance specific experiencepreferred
  • Strong understanding of therequirements of the Money Laundering Regulations and the JointMoney Laundering Steering GroupGuidance
  • Experience of managing externalrelationships with the confidence to approach people at alllevels
  • Strong analytical skills required toorganize and analyze multiple complex datasets
  • Excellent report writingskills
  • Knowledge of the legal and regulatoryframework and the regulatoryenvironment
  • Ability to analyze the impact ofchanges in the relevant regulations on the Groups compliance riskprofile pertaining to its operations in so far as AML/ CTFactivities are concerned.
  • Strong knowledge ofbanking systems
