JobSummary andPurpose

Ensurethat the LPG LNG and Sulphur ships are managed in a manner that isin line with industry standards and best practices and also meetsrequirements of Flag State company policies and commercialrequirements of various charterparties.

Accountabilities

Strategic Accountabilities:

1.Contribute to the formulation of the divisional strategy inalignment with the Nakilat strategy and support itsimplementation.
2. Participate in translating thedivisional strategy into annual operational business plans andensure their implementation as well as follow up their progress andtake corrective actions when needed.

Management:
3. Establish and continuously monitor operational standards ofships to ensure delivery of continuous efficient and safe serviceto the customer.
4. Provide marine operational expertiseand advice with regards to operational matters. Assist with theassessment of operational risks.
5. Deputize an incidentcommander to manage emergencies effectively.
6. Representthe organization at meetings and other industry venues and sharebest practices of the company. Incorporate the best practices ofother companies into Nakilat processes.
7. Provideguidance and conduct port and terminal due diligence to ensure safeoperations.

Operations:
8. Monitor performance of the vessels against charter parties toensure commercial interests of owners are protected. Preparedefense for performance and off hire claims.
9. Conductvessel audit on owned and chartered vessels.
10. Reviewreports on all operational aspects of LNG LPG and Sulphur loadingsat Ras Laffan and unloading at discharge terminals includingship/shore interface efficiency equipment performance passageperformance equipment performance crew and ship operation standardsship condition etc.
11. Coordinate with STASCO on mattersof ship operation and SHEQ related matters.
12. MonitorLNG bespoke developed emergency STS transfer with the third partyservice provider in conjunction with the charterers to be able todeploy promptly if required.
13. Visit ships as requiredand instructed by the Chief. Develop reports on the upkeepoperational standards and effective management ofvessels.
14. Organize visits of the senior management tothe ships. Show commitment to safety and regulatorycompliance.
15. Supervise the preparation and review ofrelevant records such as vetting inspection records.
16.Ensure that inspections such as vetting inspections are held wellin time so as to avoid complications.
17. Ensure thatOCIMF and SIRE records are up to date at all times by liaising withSTASCO joint owners and OCIMF.
18. Identify gaps intraining and conduct appropriate training programs as well asmonitor their progress in consultation with the operationsstaff.
19. Assist the Chief Operating OfficerFleet inupdating and reviewing a preferred agency list and in maintaining adatabase of agents.
20. Ensure that operational issuesrelated to ships are resolved amicably andquickly.

23. Oversee andensure compliance to all relevant QHSE policies procedures andcontrols across the Operations department to ensure that Nakilatprovides safe world class secure and environmentally responsibleservice to customers the public and its ownpeople.

Budgets andPlans:
24. Prepare the Operations departmentbudget and monitor its expenditure while ensuring the optimalutilization of all available resources to protect Nakilatinterest.

Systems andProcesses:
25. Develop the Operationsdepartment policies procedures and system and ensure their properimplementation to support achieving the different set targets andplans.

Others:
26.Carry out any other duties as directed by the immediatesupervisor.

Qualifications Experience and JobSkillsQualifications:
  • First classmarine degree or a degree in nautical science or any related fieldwith marine/sea going experience in rank of Master. The rank ofMaster is equivalent to the position of individual business unitmanager
Experience:
  • 12to 15 years of relevant experience including 5 years in amanagerial role ashore and/or 3 years as senior officer onboardships.
  • Extensive experience in dry dockingrefits and shipping projects.
  • Excellentknowledge of international and national statutory requirements andawareness of current developments that relate to the marineoperations and cargo handling aspects of the shippingindustry
