NLQ Electrical Engineer

ACCOUNTABILITIES

• Ensure Engineering Dossiers are delivered with a robust Electrical engineering definition and fit-for-purpose design that can be procured, fabricated, transported, installed, and operated safely, meeting the requirements of International Standards, Project Basis of Design, and SOR.

Ensure assigned project tasks are well managed in accordance with safety regulations, quality compliance, project execution plan, and all contractual requirements, including:

• Thorough, efficient, and timely review of project Electrical discipline documents, addressing potential derogations to the standards, and challenging the design to achieve an optimized and fit-for-purpose outcome.
• Assisting in project studies and meetings related to the Electrical discipline as per project-approved gate levels and design maturity.
• Identifying potential risks and scope changes, conducting initial impact assessments, and providing detailed information to the Package Engineering Coordinator.

JOB DIMENSIONS

Al Shaheen Oil Field gathers 38 offshore platforms at 80 km from shore.

Gallaf B3 Project is on execution, adding 2 additional Wellhead Platforms, one CPP, and 12 pipelines.

Ruya Batch 1 Project consists of the following EPC currently under execution through several awarded contracts:

• EPCI 09: New pipelines between WHP, RP, CPP, and existing facilities.
• EPCIC 11: 9 new Wellhead Platforms (WHP).
• EPCIC 12: 1 new Riser Platform (RP), bridge-linked to existing platforms, brownfield modifications.
• EPCIC 13: 1 new Central Processing Platform (CPP) + Flare Tower.

New Living Quarter (NLQ) is a new project that will be added to the above facilities. NLQ will be connected to the new CPP (EPCIC 13) via a bridge connection. NLQ consists of a standalone living quarter suitable for 200 POB, equipped with its own helideck and related facilities/utilities.

The job holder belongs to the Major Project Engineering Team and reports to the Project Engineering Manager and functionally reports to the NLQ Engineering Coordinator.

The job holder will be initially based in Doha, Qatar during the Call For Tender phase and then will be relocated to EPC Contractor Premises during the execution phase. Possible worldwide missions to other Ruya Batch 1 Package locations and/or NLQ Vendors may be expected during various project phases.

ACTIVITIES

• Ensure the Technical/Engineering Dossier is delivered with a robust Electrical engineering definition and fit-for-purpose design that can be procured, fabricated, transported, installed, and operated safely, meeting the requirements of International Standards, project Basis of Design, and SOR.
• Ensure and coordinate the proper realization of the Electrical design in compliance with International Standards, project specifications, and procedures, time schedule, required level of quality and safety.
• Challenge EPC Contractors on the proposed design and oversee the development of the Electrical design, including electrical cable layout/schedule, load list, equipment datasheets, sizing calculation, schematic drawings, tie-in list, etc.
• Promote field technical optimization/cost savings, ensuring they comply with the project schedule and contracts, liaising with the NLQ Engineering Coordinator.
• Promote alternatives for design in a brownfield environment to reduce and optimize the offshore installation weight & duration.
• Identify Electrical engineering technical decisions that need to be made, define and manage the clear way forward for these decisions to be made, and report to the NLQ Engineering Coordinator.
• Work with the weight control engineer and engineering team to ensure close weight monitoring and control.
• Contribute to the proper realization of the identification and specification of the LLI.
• Ensure close coordination with other disciplines on all engineering, constructability, and operational matters.
• Ensure relevant feedback/lesson learned from previous similar projects are considered in the design performance.
• Assist in planning and preparation of Electrical discipline kick-off meetings with the EPC Contractor.
• Support procurement engineering, including Technical Bid Evaluations, vendor document reviews, and assist in manufacturer site visits.
• Support fabrication and construction engineering on review of engineering documents, modification approval, non-conformity reviews, and assist in the closure of punch lists.
• Support the project during installation and hookup stages and review/approve work packs, review of red-marks.

CONTROLLED ACTIVITIES

• Ensure thorough, efficient, and timely review of project Electrical discipline documents, addressing potential derogations to the standards, and challenging the design to achieve an optimized and fit-for-purpose outcome.
• Ensure project documents related to the Electrical discipline are reviewed and commented on in a timely manner and in accordance with International Standards, project specifications, and contractual requirements.
• Identify any optimization/improvement in the design dossier to be implemented in the early stage of detailed design, promote, and encourage submissions of value engineering proposals.
• Promote a fit-for-purpose design to reduce and optimize planning and costs.
• Coordinate and issue project responses to contractors and vendors on engineering design clarifications and Technical Query Requests (TQR).
• Identify potential deviations from the project standards and assist in preparing deviation packages.
• Consult with the E&C department to process Electrical derogation requests and interface with relevant TRP (Technical Reference Person) to secure needed approvals.
• Review final project documentation, including final dossiers and as-built drawings.

ASSISTING IN PROJECT STUDIES

• Assist in defining, following up, and evaluating the Electrical discipline studies to be carried out by contractors, ensuring studies are completed as per the approved project gate and maturity.
• Assist in preparation and attend project studies including model review, HAZID, HAZOP, constructability review, and Project Reviews (PRs).
• Provide technical answers and clarifications to internal project audit sessions (PR, HAZOP, HAZID, etc.).
• Participate in weekly engineering meetings with EPC Contractors, and in specific ad hoc meetings as required by management.
• Assist in preparation of engineering progress reports, detailing Electrical discipline progress across schedule, risks, and technical issues to ensure accurate and timely information is available to the Package Management Team.

RISK & SCOPE CHANGES

• Identify potential engineering scope changes related to Electrical discipline, carry out initial technical assessment in order to provide accurate information to the NLQ Engineering Coordinator.
• Ensure efficient communication with all other engineering and functional team members.
• Ensure the design follows the approved SOR, Basis of Design, and International Standards, capturing and managing any changes as per the project change management plan.
• Ensure smooth & close communication with NLQ Engineering Coordinator as well as other Discipline Engineers to identify any possible issues or discrepancies in design and address them accordingly.
• Team spirit and pro-active work are expected to deliver a fast-track project, led by improvement and optimization.

QUALIFICATIONS & EXPERIENCE REQUIRED

• Qualification: Engineering degree in Electrical engineering.
• Experience: Minimum of 10 years experience in the Electrical field in offshore Oil and Gas industry and offshore LQ accommodation platforms.
• Computer literate, especially in Electrical engineering software and AVEVA Electrical products.
• Strong leadership skills and good communication skills.
• Good analytical skills.
• Familiar with International Codes and Standards (including SOLAS, ABS, NORSOK, NFPA, etc.).
• Language: Fluent English.
• Ability to work on projects in a complex and multicultural environment.
