Responsible for leading the team to develop the technical design of the capital project and shall function as an integral part of the project team. The actions must be consistent with the project economics and support the project execution plan. Lead the team through FEED, Detail Design, and Procurement and support the project team during Construction and Start-up phases of the project.

Key Accountabilities

People Management

  • Supervise the work performed by design engineers to ensure that it is carried out in an efficient and effective manner in line with the departmental policies/procedures.

Safety in Design

  • Ensure compliance with OSHA, NFPA and QChem safety codes/standards/procedures during design and engineering of equipment.

Project Management

  • Lead Project Management Team (PMT) during all phases of project execution, Conceptual/Feasibility/FEED/Detail Engineering/EPC work/Closeout.
  • Prepare project scope of work for all phases of project execution (Conceptual/FEED/Detail Engineering/EPC work) for Engineering or EPC Contractor.
  • Lead the Engineering/EPC contractor prequalification effort.
  • Evaluate the technical bid submitted by the Engineering/EPC contractor for project scope, technical deviations, man-hour estimates, schedule, exclusions, milestone proposals, etc. Resolve TQs.
  • Facilitate kick-off meeting with Engineering/EPC Contractor to establish clear expectations between QChem and Contractor regarding the execution of the work.
  • Identify and assess deviation requests to contractual technical specifications and regulatory requirements.
  • Ensure that such deviation requests are processed according to project procedures and maintain the Deviation Request Register.
  • Participate in all design review activities such as document reviews, 3D model reviews, field visits, factory acceptance.
  • Develop overall project schedule using MS-Project / equivalent and monitor it throughout project execution.
  • Verify that the procurement activities are undertaken in compliance with technical specifications and contractual requirements.
  • Monitor engineering contractor performance against the project's execution plan specifically for design, procurement, construction and material management objectives.
  • Manage the Project Management of Change process.
  • Create Work Breakdown Structure (WBS) in SAP for effective follow-up of actual vs. planned project cost.
  • Maintain log of "Lessons Learned" during the project.

Design Responsibilities

  • Prepare project conceptual design along with all necessary mark-up drawings.
  • Ensure thorough field assessments for project feasibility are conducted to include the recording of site conditions and verification of plot plan dimensions as well as verification of As Built documentation.
  • Coordinate the development of project specifications.
  • Coordinate the technical studies and Value Improving Practices (VIP) exercises.
  • Ensure technical competency of designs comply with all required codes and standards through multidiscipline reviews and assurances (equipment drawings, piping isometrics, design calculations, etc.).
  • Participate in HAZOP/LOPA studies and work with the team to close out the recommendations.
  • Respond to contractor technical questions related to interpretation of "owner requirements," design philosophy, system sketches, etc.
  • Coordinate with plant subject matter experts to ensure incorporation of safety, production and maintenance requirements.
  • Interface between project and CPChem subject matter experts.
  • Verify instrumentation design calculations using applicable codes/standards and internationally accepted practices.
  • Provide technical input into the design, installation and application of the following systems:
  • Analysers and analyser shelters
  • Distributed Control Systems (DCS)
  • Safety Instrumented Systems (SIS)
  • Programmable Logic Controllers (PLC)
  • Fire and Gas Systems (F&G)
  • Telecommunications systems such as CCTV, PAGA, Access Control, etc.
  • INTOOLS and SPPID

Construction Responsibilities

  • Facilitate the resolution of technical issues between the construction contractor and the engineering design contractor.
  • Facilitate the resolution of technical issues between the construction contractor and QChem construction personnel.
  • Perform inspection and review of the facility during construction to confirm compliance with project specifications and issued for construction documents.
  • Review as-built drawings, vendor documentation and data books. Responsible for acceptance of final documentation.

Start-up Responsibilities

  • Provide engineering and technical support to the commissioning and start-up team.
  • Assist in technical and financial closure of the project.
  • Assist in closing warranty issues and technical disputes with the engineering consultant and/or construction contractor.

Policies, Systems, Processes and Procedures

  • Contribute to the identification of opportunities for the continuous improvement of departmental systems, policies, processes and practices taking into account 'international leading practices' in order to improve productivity and operational efficiency.
  • Provide critical input to support the development of Equipment Reliability Section's systems, policies, processes, and procedures in order to meet business requirements.
  • Ensure team members comply with all Equipment Reliability Section's policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner.

Quality, Health, Security, Safety and Environment

  • Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls to guarantee employee safety and delivery of high quality products/services.

Reporting

  • Prepare relative reports in a timely and accurate manner in order to meet the departmental requirements, policies and standards.

Qualification & Experience

Education

Required: Bachelor's Degree in Instrumentation Engineering or any related discipline.

Preferred: Master's Degree in Electrical /Electronics and Communication / Instrumentation Engineering.

Experience

Required: Total of 5-7 years of experience in the O&G Industry.

Preferred: Similar experience in Petrochemicals Industry.
