Role Summary

The Sr. Procurement Officer is responsible for managing the end-to-end procurement process, ensuring the timely and cost-effective acquisition of goods and services. This role involves coordinating with requesters to clarify purchase requisition details, sourcing and evaluating potential vendors, conducting RFQs, and negotiating commercial terms. The Sr. Procurement Officer ensures seamless procurement operations by preparing and monitoring purchase orders, resolving vendor disputes, and optimizing spending across categories. Additionally, they play a key role in contract management, supplier assessments, and compliance with health, safety, and environmental policies. Supporting procurement integration into new projects and tenders, they work closely with the Procurement Manager to drive efficiency, risk management, and operational excellence. Key Responsibilities:

  1. Ensure all Purchase Requisitions are fully compliant with Procurement guidelines before converting them into Purchase Orders, including complete item descriptions, specifications, UOM matching, and correct delivery details.
  2. Validate quotations, Single Source Justification (SSJ), and urgency evaluations, ensuring they are attached to relevant POs, especially for high-value or urgent orders.
  3. Oversee the creation, validation, and approval of Auto POs, ensuring they are compliant with procurement requirements, including proper supplier selection and quotation validation.
  4. Review and approve Blanket POs and ensure justifications are provided when bypassing PR processes, including maintaining compliance with Blanket Agreements.
  5. Respond to all claims and complaints raised by end-users regarding procurement issues and ensure that corrective actions are taken promptly.
  6. Conduct regular supplier assessments, prequalification, and vendor evaluations to ensure strong supplier relationships and compliance with SLAs, ensuring goods and services meet business needs.

Qualifications/Requirements

  1. Bachelor's degree in Business, Supply Chain Management, or a similar field
  2. CIPS Diploma (Advantageous)
  3. Qatar Driving License – Light Vehicle
  4. Proficient in MS application (Outlook, Word, Excel, Visio and PowerPoint)
  5. Oracle / Sage / SAP (Advantageous)

Knowledge

  6. English (mandatory)
  7. Arabic (preferred)

Experience

  1. Minimum of 5-6 years of experience in a similar industry or background.
  2. Proven experience in procurement within the waste management, automotive, or spare parts industries/sectors with a strong understanding of sourcing strategies, vendor management, and supply chain processes.
