To ensure effective acquisition and management of materials and services, optimizing costs, maintaining compliance, and delivering robust outcomes that reflect efficient utilization of resources. In addition, to provide impactful multifaceted business support that is essential to productive operations.

Key Result Areas:

  1. Evaluate and monitor supplier performance, recommending corrective actions to meet QCDC's needs. Establish an internal record of supplier performance for future reference.
  2. Organize and direct procurement and logistics operations, ensuring compliance with established policies and procedures.
  3. Plan, implement, and maintain a comprehensive procurement and logistics system that accommodates both current needs and future business requirements.
  4. Ensure compliance with procurement policy and procedures to improve operational effectiveness and efficiency.
  5. Develop and implement administrative procedures for procuring materials, goods, and services, in alignment with QF procurement procedures, to ensure efficient processing.
  6. Prepare tenders, requisition orders, scopes of work, and cost estimates, as well as evaluate vendor registration submissions.
  7. Provide guidance to end users to carry out procurement-related activities whenever needed, in line with best practices.
  8. Conduct routine procurement and logistics procedures, including placing Material Requests (MRs).
  9. Prepare best-suited tendering strategies based on time schedules, scopes, and prices, and conduct technical evaluations in coordination with QF Procurement Directorate.
  10. Prepare bidders list of qualified companies based on database information and market surveys.
  11. Negotiate terms and prices with suppliers to assist in cost reduction and safeguard corporate interests.
  12. Act as a primary focal point to fulfill multifaceted tasks related to business support functions, such as finance, HSSE, inventory and warehousing, and office administration.
  13. Liaise with QF Legal, Finance, and other stakeholders to determine appropriate legal and commercial requirements.
  14. Verify the quality, accuracy, and completeness of commercial evaluations, PO terms & conditions, and other important documents before approval.
  15. Establish and maintain professional relationships with suppliers and stakeholders to facilitate best purchasing practices and protect QCDC's interests.
  16. Ensure timely clearance and delivery of all inbound and outbound shipments, coordinating with governmental authorities, especially for hazardous materials and updated customs laws.
  17. Other reasonable tasks as assigned by supervisor.

Minimum Requirements:

  1. Bachelor's degree in business or a related field.
  2. 2-5 years of full-time work experience, preferably in purchasing or supply chain management.
  3. Excellent knowledge of procurement and purchasing processes.
  4. Knowledge of Oracle iProcurement is preferred.
  5. Experience in preparing tender and contract documents.
  6. Strong planning and forecasting skills.
  7. Excellent interpersonal and negotiation skills.
  8. Excellent writing skills, with the ability to draft and edit a variety of written reports & communications and articulate ideas clearly and concisely. Arabic proficiency is a plus.
  9. Proficiency in MS Office applications.
