**Urban Planning (SAP) Coordination Manager**

Doha, Qatar

Parsons is now looking to hire an experienced Urban Planning (SAP) Coordination Manager with a desire to work on a metro project that will change the fabric of our community. We need our Transport Strategy Expert to be versatile as well as have exceptional communication, analytical and management skills.

In this role, you are responsible for the production and delivery of the Urban Interface Plans for Stations, Coordination with internal Project Directors and external stakeholders.

**Responsibilities**:

- Responsible for the production of Urban Interface Plans with regards to the concept of traffic and road access in order to obtain the Final Rail Route Approval (FRRA) by the Rail Steering Committee to the pre-agreed delivery program.
- Responsible for the Coordination of the Station Area Plans (SAPs) between Qatar Rail, its Delivery sections as well as the external stakeholders.
- Maintaining status reports on the SAP resolution.
- Collecting and Providing Consolidated SAP comments to the local authorities.
- Responsible for the concept solutions of access roads, drop-off laybys, taxi stands, bus stops, P&R facilities in coordination with the Transport Planning department.
- Identification and delivery of bespoke UIP/SAP solutions to minimize urban conflicts whilst maximizing potential railway patronage.
- Coordination of the various internal design teams to deliver UIP solutions which all teams (Alignment, Civil, Architectural, Utilities and Land Acquisition) concur with.
- Coordination with the external stakeholders, the managers and experts of the engineering department and the program departments to develop Urban Interface concepts which clearly identify unambiguous interfaces between railway and other modes of transport.
- Coordination with external stakeholders and the internal to minimize disruption to the travelling public during construction phases, whilst maximizing opportunities to expedite railway construction activities.
- Organizing and leading the coordination joint working group meeting with main stakeholders.
- Responsible for the updating and incorporation of any planned road or 3rd party projects into the FRRA process ensuring clashes are mitigated.
- Provide and keep abreast of any technical standards and information relevant to the provision to the railway Project for the State of Qatar (Qatar Highway Design Manuals, Qatar Construction Standards, Civil Defence guidance, etc.)
- Review of 3rd party road infrastructure designs and production of associated design review reports
- Maintain the time schedule and associated deliverables.
- Assure road designs and the temporary traffic management are in line with Ashghal and Civil Defence regulations.

**Qualifications/Experience Required**:

- Bachelor’s (B.Sc.) or equivalent in Civil engineering Bachelor’s degree in Civil Engineering and or equivalent required. MBA preferred.
- Chartered Engineer status (C. Eng.) preferred.
- Min. 10 years’ experience in urban planning associated with large scale international projects.
- 5 years’ experience in road / traffic facilities design.
- Knowledge of the local regulations (QHDM, QTCM).
- Experience in Middle East, preferable in Qatar
- Conversant with international and Qatari highway design and construction standards.
- Conversant with urban planning and public projects coordination and approval processes.
- Autodesk AutoCAD or Civil 3D experience.
- Excellent oral and verbal communication skills in English.
- Strong knowledge of MS Office, including Word, Excel, PowerPoint and Outlook.
