**Senior Human Resources Assistant**:
**Overview**:
This position is located in the Coordinator of Afghan Relocation Efforts (CARE) Office, in the U.S. Department of State (DOS) in Doha, Qatar at Camp As Sayliyah (CAS). Serves as a senior Human Resources (HR) Assistant and advisor on Locally Employed (LE) Staff HR issues. Is responsible for supervision and performance of the full range of LE Staff personnel functions at CAS. This includes recruitment and onboarding of employees including third country nationals (TCN), if necessary; preparation of all types of personnel actions; placement and promotion of local employees; resignations and disciplinary actions; submission/administration of classification requests of local positions to Regional Classification Center (RCC); participation in local wage surveys; maintenance of position control records for ICASS; staffing patterns; personnel records and files; and preparation of periodic and non-recurring reports. Supervision of subordinates is generally a component of these positions.

***Primary Responsibilities**:

- Ensures supervisors have updated appropriate guidelines for recruitment.
- Ensure that the position’s requirements (e.g., education, experience, language proficiency, etc.) are fully aligned with the position’s responsibilities and duties, are neither too high nor too low, and that the position “balances” or “fits in” with the other positions in the section or agency.
- Ensures that any HR action required at post as a result of final position classification outcome (recruitment, downgrade, upgrade/promotion, etc.) are appropriately documented and implemented at post in a timely manner.
- Ensures all OPFs and evaluation folders are properly secured, and that access is limited to authorized personnel.
- Reviews staffing patterns to ensure accuracy and prepares periodic reports, including ICASS counts.
- Carry out requirements for annual mandatory Ethics review and report compliance. Issue periodic reminders regarding Ethics and Standards of Conduct for all employees.

**Education and/or Experience**:
Bachelor’s degree in human resources or business administration is required.

A minimum of three years of experience in human resources management is required.

**Knowledge, Skills, and Abilities**:
Working knowledge of government contracting preferred.

Must be proficient with Microsoft Office suite of products including: Word, Excel, PowerPoint and Outlook.

Interpersonal skills sufficient to positively influence staff and client are required.

Must demonstrate a good attitude and ability to work as a member of a team.

Position requires self-motivation and the ability to work effectively under a minimum of supervision.

Must be able to multi-task efficiently, work in a fast paced environment on multiple projects, and have a strong attention for detail.

Must have excellent organizational and planning skills.

Oral and written communication skills; analytical thinking skills.
