Key Accountabilities:
Role Purpose:
The Senior Technical Specialist is responsible for overseeing the technical implementation of products within the Digital Experience directorate and for bringing to life the digital strategy across all public-facing digital products through their technical implementation. This role oversees the technical work of the internal developers and external agencies and collaborates across the Digital Experience team and with other QM stakeholders, particularly IT, to ensure that QM’s digital products are built upon a robust, extensible platform that supports future growth and development.

Key Accountabilities:

- Responsible for all strategic decision-making and implementation of front-end and middleware technological systems and solutions to align with QM’s needs and goals
- Leads strategic and operational planning for technology to achieve organisational goals by fostering innovation, prioritising initiatives, and coordinating the evaluation, deployment and management of current and future technology systems across the organisation to ensure flexible, effective systems able to adjust to reasonable demands consistent with QM’s goals
- Evaluates ways current and potential technology solutions can support plans and recommend alternatives, when necessary, to ensure consistency with existing or planned platforms
- Administers the development of the technical architecture for the suite of public-facing digital products
- Serves as the technical lead on all of QM’s digital products, whether developed internally or with outside agency partners
- Oversees the work of professional staff, technical experts, consultants, and contractors to develop and maintain QM’s digital products
- Operates as the department’s technology with outside consultants, inspects the progress of the work, and cooperates with users to assess its success
- Maintains and implements appropriate technical vendor management policies
- Develops, communicates and enforces policies and standards for acquiring, testing, implementing and operating technology solutions
- Aligns with the IT department to ensure technology system operations adhere to applicable laws, regulations, contractual obligations and established security protocol
- Collaborates with colleagues in IT to ensure the necessary infrastructure is in place to meet the needs of the digital program
- Ensure QMs products are designed to the highest possible standards
- Conducts retrospectives to identify and resolve any outstanding issues

Qualifications/Requirements:

- Bachelor’s and/or Masters Degree or other professional qualification in Computer Science, Information Systems, or related fields
- 8-10 years relevant work experience
- Experience with current web development practice and agile project management
- Experience implementing and managing a web CMS system
- Experience integrating legacy backend systems into a public-facing website
- Experience managing vendor relationships and outside and internal development teams
- Experience conducting functional testing
- Experience with online ticketing and membership systems preferred
- Knowledgeable about current and emerging best practices in technical implementation of websites and apps
- Knowledgeable about Agile and Lean processes and digital project management methodologies
- Skilled in API development
- Understanding of code versioning and best practices for code development, testing and maintenance
- A motivated self-starter able to collaborate with others
- Detail-oriented and able to project manage both longer-term initiatives and shorter-term updates
- A natural affinity for problem-solving and improving functionality with cutting-edge user experiences
- A desire to create easy to use and maintain technical solutions that meet user needs
- Able to communicate clearly about technology to non-technical colleagues
