Job Summary and Purpose

As a Contracting Officer at Precision Hire Solution, you will be responsible for ensuring that contracting activities are conducted in a fair and transparent manner, in accordance with company policies and procedures. Your primary goal will be to effectively manage expenditure on third-party services to improve overall performance in terms of cost and value added to the company.

Key Responsibilities

Operational Management:
1) Develop and implement contracting strategies, including strategy development, prequalification exercises, and tender evaluation and clarification.
2) Manage all entries in SAP to ensure that all transactions, commitments, and expenditures are duly captured and tracked.
3) Advise and support internal stakeholders on appropriate contracting strategies, contract forms, risk vs. incentive, and total cost models.
4) Select the standard contract model and prepare special terms and conditions in consultation with the Legal, Finance, and other departments as required.
5) Interpret contractual arrangements and obligations, and support contract holders in discussions related to variations, disputes, or claims.
6) Prepare complete sourcing programs and timelines for assigned contract strategies, including Contract Plan/Project Planning, and execute accordingly by obtaining respective TOFA approval.

Relationship Management:
7) Negotiate and administer various types of contractual commitments and project-related commitments to handle approvals, extensions, modifications, amendments, supplemental funding requests, notifications, close-outs, and other actions promptly.
8) Liaise with internal stakeholders and subject matter experts in other functions (Finance, Legal, SHEQ, Commercial, Project Team, etc.) on matters related to contracts and projects.

Accountabilities

Contracts Management:
9) Assist in the application facilitation and implementation of Supplier Performance Management agenda and processes.
10) Contribute to the effective management of contracts and deliver outcomes in line with contract objectives and business requirements.
11) Assist in the development and maintenance of contract management information, documentation, procedures, data, and records.
12) Ensure that all contractors meet all legal requirements and government regulations.
13) Prepare contract summaries and status reports to track the status of all contracts at different stages of progress.

16) Review and provide recommendations to enhance existing contract documents, forms, and templates.
17) Assist internal stakeholders during internal and external audits.

Qualifications, Experience, and Job Skills

Qualifications:
Degree in Marine Mechanical, Electrical, & Electronics Instrumentation Engineering, or a Degree in Business or Supply Chain, coupled with commensurate experience.
Experience:
1) Relevant experience in a project or EPC environment responsible for the effective management of services related to projects within an enterprise resource system (ERP).
2) Experience in handling contracts for various disciplines, including Corporate Business, IT & Communications, Facilities maintenance and management disciplines within Oil & Gas/Marine and Petrochemical industries is desirable.
Job Specific Skills:
1) Knowledge of standard forms of contract, contracts law, and industry best practices on sourcing and contract management.
2) Ability to analyze and develop compelling business cases and present the same at senior management level.
3) Strong understanding of procurement principles and end-to-end supply chain management practices and processes.
4) Working knowledge of SAP or similar ERP/Contract Management Systems.
