We are seeking a Head of Operational Excellence to lead our support workstream for a transformation programme focused on generating a communication capability. This role involves overseeing the support workstream for a project involving strategic communication, information, media, and psychological operation.

Main Responsibilities:

  1. Lead the Support workstream team to ensure all support for the new organization is in place for successful delivery against its mission.
  2. Develop the business strategy for support services and the 'Operational Hub', ensuring alignment with organizational objectives.
  3. Manage project budgetary and cost control, ensuring effective resource allocation.
  4. Design and supervise the construction of the new facility for the project and the new organization, considering factors such as contractor selection and contingency planning.
  5. Establish policies, procedures, and working practices for the provision of support services for the new organization, encompassing finance, infrastructure, logistics, security, legal, health and safety, and information management.
  6. Advise on outsourcing contracts for support services like facilities and equipment management, while maintaining client responsibilities.
  7. Implement a performance measurement process to ensure support is provided in accordance with agreed targets and metrics.
  8. Plan, implement, and maintain processes and procedures to support deployed teams nationally and internationally, collaborating with government and non-government agencies.
  9. Contribute to the capability development plan by providing guidance on support requirements for new equipment and digital tools.
  10. Support stakeholder engagement and partnership building with organizations providing support services.
  11. Collaborate with the Human Capital workstream to identify training paths for support personnel.
  12. Coach and mentor project team members and those joining the new organization.
  13. Oversee business continuity planning.

Requirements:

  1. A minimum of 10 years' experience in a support-related discipline, preferably in the civilian sector.
  2. International consultancy experience, particularly in the Middle East, is highly desirable.
  3. Strong experience in drafting strategies, policies, and working practices is essential.
  4. Proven track record in planning and delivering capabilities and support services.
  5. Desirable skills include financial, infrastructure, and commercial expertise.
