Job Specification:

The Pre-Commissioning Specialist - Pipeline and Cables is responsible for managing the pre-commissioning activities of NFXP Offshore Pipeline to ensure objectives are safely met within the approved scope and schedule. This role ensures that all pre-commissioning activities are completed in accordance with safety and quality standards applicable.

Key Responsibilities:
  1. Manage system completion and preservation execution from preparation stage to final acceptance.
  2. Ensure preservation and protection of all equipment installed in the WHP.
  3. Interface with various project teams and departments to resolve related issues, promoting effective communication, initiative, flexibility, and collaboration.
  4. Act as the focal point for pipeline pre-commissioning activities at Onshore and Offshore, promoting and implementing safety on commissioning activities at site, implementing safety observations reporting and monitoring.
  5. Lead the execution of pipeline pre-commissioning activities at onshore and offshore, ensuring the team is committed to targets defined by the project completion schedule.
  6. Assist the NFXP Offshore Commissioning/Systems Completion Division Manager in executing project responsibilities for the pipeline pre-commissioning scope of work.
  7. Anticipate, prepare, and manage all pipeline pre-commissioning activities of the Project, including system completion and all pre-commissioning deliverables, to ensure technical objectives are met within the approved scope, budget, and schedule.
  8. Ensure coordination and communication for site activities with other disciplines such as pipeline engineering, installation, hook up, completion team, and HSE representatives, providing technical support with the contractor for quality, safety, planning, engineering, and preservation.
  9. Review, approve, and implement system completion and pre-commissioning technical documents prepared by EPC Contractor.
  10. Ensure contractor-submitted documents are reviewed and approved in accordance with the EPC contract requirements.
  11. Review and propose mitigation for pipeline pre-commissioning aspects of the Risk Management Plan and monitor the mitigation when defined.
  12. Review all onshore and offshore pipeline pre-commissioning changes, including justification for cost and schedule impacts, in accordance with the PMOC procedure.
  13. Attend meetings as required, mentor trainees to develop their project skills and experience while on site, and maintain a register of lessons learned.
Requirements:
  1. Engineering degree/diploma or equivalent; however, any qualification, technical or knowledge requirements may be waived through relevant work experience.
  2. Minimum 8 years of total experience with at least 6 years demonstrated as pipeline pre-commissioning lead in major capital projects.
  3. Experience with pipeline pre-commissioning activities including FCG, hydrotest, intelligent pigging (ILI), dewatering, drying, pre-batch pigging, and N2 packing for onshore and offshore pipeline, including interface work with other contractors and SIMOPS.
  4. Experience handling Intelligent Pigging (ILI), including technology adapted for intelligent pigging operations services such as MFL, UT, EC, EMAT, etc., and including experience handling geometric/caliper tools.
  5. Worldwide pipeline pre-commissioning experience with sub-contractors or under company and familiar with preparation documents and tools for pre-commissioning campaigns.
  6. Familiarity with ICAPS system completion database will be an advantage.
  7. Excellent interpersonal and communication skills with a focus on teamwork and the ability to communicate and interact within a PMT.
  8. A high level of proficiency in written and spoken English.
  9. Computer literacy involving the regular use of professional office applications and some technical applications.
  10. Ability to communicate with the Contractor's team and obtain required information as requested.
  11. Experienced with interface coordination and support activities and documentation.
