Job Description

Job Title: Section Head – Projects Manager

Job Summary: We are seeking a highly experienced and skilled Section Head – Projects Manager to lead our Projects & Engineering team. The successful candidate will be responsible for planning, overseeing, and managing the effective management of civil construction and maintenance projects within set timelines and in accordance with technical specifications and Service Level Agreements (SLAs).

Key Responsibilities:
  1. Project Planning and Management: Establish project objectives and standards, define Statements of Work (SOW) and project Requests for Proposal (RFP) for consultants and contractors, and guide the team in performing all project initiation activities, quality assurance and control assessments, and partnering with internal and external stakeholders throughout the project execution phase.
  2. Project Monitoring and Control: Monitor the overall performance of the Projects & Engineering section activities, report deviations to the Department Head – Administration on a timely basis, and contribute to process improvement and quality enhancement initiatives.
  3. Team Management: Guide the team of Senior Project Managers, Project Managers, Maintenance Engineers, Foremen, and Technicians with their deliverables, manage and assign day-to-day activities of PMS staff, and review and approve recommendations, purchase requests, proposals, and technical submittals.
  4. Project Execution and Closure: Oversee the review of interior and exterior repair and maintenance specifications, sketches, and tasks, and ensure their completion within scheduled timelines. Promptly respond to direct and escalated queries raised by internal and external stakeholders.
  5. Collaboration and Communication: Establish collaborative relations with vendors, sub-contractors, and internal stakeholders to capitalize on performance and partnering efforts, and oversee the execution of work assigned to consultants and sub-contractors in line with SLAs.
  6. Quality Assurance and Control: Oversee and guide the team in performing quality control and quality assurance assessments, ensuring compliance with internal guidelines and standards.
  7. Project Cost Estimation and Control: Oversee and guide the team in project cost estimation, monitoring, and control, and reporting with respect to all related aspects.
  8. Contractor Evaluation and Management: Guide the team in contributing towards contractor evaluation, bid analysis reviews, and award recommendations with respect to the P&E section.
  9. Project Scheduling and Resource Allocation: Review project schedules, analyze progress, and determine possible influences to schedules, implementing necessary changes as applicable. Review periodic and ad-hoc reports on resource allocation, variances, and forecasts.
  10. Strategic Planning and Development: Formulate and oversee the effective implementation of Projects & Engineering plans and policies in line with Doha Bank's strategic business objectives, and contribute to the research, analysis, and ideas for the development of Doha Bank's overall Administration strategy.
  11. Regulatory Compliance: Update self on regulatory requirements and changes set by QCB and other relevant government bodies, effectively communicating these to the team and management to effect changes in the function.
Qualifications and Experience:
  1. Education: University graduate with a degree in civil engineering or engineering technology or construction management or any other related discipline.
  2. Experience: 10-15 years total experience in financial services/banking industry, entailing responsibilities pertaining to the specific area of discipline. Significant experience in infrastructure development and maintenance.
