Job Summary

We are seeking a highly experienced Health, Safety, and Environment (HSE) professional to lead our HSE management program and ensure the effective implementation of Contractor's HSE management system during onshore construction activity associated with the Project.

Key Responsibilities
  1. Develop and maintain a proactive safety culture at Construction Sites, driving continuous improvement and creating an environment of trust, transparency, and genuine care for people.
  2. Implement the Project Safety Plan and ensure the effective implementation of the Contractors' Project Safety Management System and Procedures at the Construction Site, including:
    1. HSE Risk Management Program to identify, assess, mitigate, and communicate project-specific risks, ensuring safe and efficient project execution and meeting project objectives.
    2. HSE Audit and Verification Programs to ensure risk controls and barriers are properly implemented, including regular and proactive safety inspections covering all work activity and locations.
    3. HSE Observation Program to identify safe and at-risk behaviors, ensuring necessary safety improvements can be identified and implemented.
    4. HSE Training Program to ensure workforce competency and increase awareness and understanding of safe working practices, including initial onboarding and induction training for all project team members with periodic follow-up, supervisory development training, and task-specific training.
    5. Emergency Response Plan to ensure all likely emergency response scenarios are identified, assessed, and contingency measures put in place, coordinating with Contractor Emergency Response Team to ensure effective implementation of Contractors' Emergency Response Plans.
    6. Security Plan to ensure the security and protection of the project's people, worksites, material, equipment, plant, executed work, and completed assets, acting as the Site PMT point-of-contact for security issues and coordinating with Contractor Security Lead to ensure security risk assessments are conducted, risk management plans are established at all locations, and all necessary security arrangements are fully implemented.
    7. Occupational Health Program to ensure the health and wellbeing of the project team.
    8. Incident Investigation to ensure HSE incidents and near misses are identified, recorded, investigated, and resolved to maintain and improve safe working practices.
    9. HSE Reporting Program using Leading & Lagging Key Performance Indicators to monitor HSE performance against objectives and communicate and report on HSE performance, HSE issues and risks, and developing trends to the Project Management Team and all relevant stakeholders.
Requirements
  1. NEBOSH Certificate in Occupational Health & Safety or equivalent.
  2. ISO 45001 Safety Auditor qualification or equivalent.
Experience
  1. Minimum of 10 years broad experience in execution of major oil & gas projects, including at least 8 years involvement in the construction or fabrication of major offshore production facilities.
  2. Minimum of 8 years experience in a supervisory capacity of Health & Safety management.
  3. Minimum of 5 years experience working in Asian fabrication Yards.
