**Context**:
Within the scope of US resettlement programme, IOM is assisting as a panel clinic through

provision of Health Assessment Programme (HAP) services.

Under the direct supervision of the Chief Migration Health Officer (CMHO), and the overall

supervision of the USRAP Site Lead, the Chief Nurse will be responsible for the carrying out the

following duties and responsibilities in relation to the Migration Health Assessment Site (MHAS)

in Doha, Qatar.

**Core Functions / Responsibilities**:
1. Establish and maintain an optimal workflow in all the migration health assessment nursing

and clerical activities in Doha, Qatar to fulfil the technical requirements of the resettlement

**countries in the areas of**:
a. Medical examinations;
b. Imaging;
c. Laboratory testing;
d. Vaccinations;
e. TB management;
f. Treatment and referrals;
g. Pre-departure procedures and medical movements;
h. Counselling;
i. Documentation, certification and information transmission; and,

j. Other technical areas as may be required.

2. Manage all daily nursing and administrative activities, namely:
a. Assign tasks to nurses and clerks;
b. Supervise reception, registration and call centre if applicable;
c. Supervise pre-examination information sessions, counselling; history, follow up and vital signs

taking;
d. Ensure implementation of fraud-prevention measures, including testing performed outside of

the MHAS; and,

e. Ensure that nurses and medical clerks enter information the relevant databases in a timely

and accurate manner, in accordance to their specific functions.

3. Maintain an optimal staff flow, including the allocation to routine duties, staff leave planning

and work handover.

4. Implement sound monitoring system of medical document flow and data entry; perform

are mínimal in the relevant databases.

5. Develop and implement Standard Operating Procedures (SOPs) related to heath care

delivery; share SOPs with the Health Assessment Programmes’ staff and ensure SOPs are

followed and implemented. Ensure that standard universal precautions within the MHAS are

followed.

6. Ensure that Qatar Country pharmacy, stock, medical kits and emergency kits within the

MHAS and for medical escorts if applicable are being monitored, perform spot checks to ensure

that they are well maintained.

7. Evaluate and recommend purchase of medical supplies; monitor inventory of medical

supplies and verify that all Migration Health Assessment Site operational units have clear SOP’s

regarding medical supply procurement.

8. Conduct/supervise pre-departure treatment and pre-embarkation assessments of 'fitness to

travel' as required, maintain current relevant records and reports, supervise the implementation

of treatment and follow-up actions for cases on medical hold after health assessment, and

supervise Sexually Transmitted Infections (STIs) management and directly observed

treatment/therapy short-course (DOTS).

9. Prepare and finalize medical and administrative reports and program updates as necessary;
report any inconsistencies or issues to the Chief Migration Health Officer (CMHO).

10. Plan and organize mobile mission, if applicable.

11. Participate in the selection process of and provide training, guidance and supervision to

nursing and other staff.

12. Coordinate, and perform if needed, the medical escort duties when required to ensure

migrants receive continued care throughout all phases of migration (before departure, during the

journey and at the final destination).

13. Establish and maintain collaborative relationships with various partners to facilitate the follow

up and relevant information sharing. Partners include internal IOM departments, other health

providers, panel physicians, Embassies other UN agencies or NGO’s and others as applicable;
14. Prepare and finalize statistical information and share with the CMHO as per present and

agreed upon format.

15. Perform any other duties as may be assigned.

**Required Qualifications and Experience**:
Education
- University degree in nursing from an accredited academic institution with seven years relevant

clinical experience with at least three years in managerial role;
- University degree in nursing, plus master’s degree from an accredited academic institution with

five years relevant clinical experience with at least three years in managerial role.

Experience
- Training or working experience in the areas of Tuberculosis management, mass

immunizations, communicable diseases, laboratory testing or public health is an advantage.
- Computer literacy required: MS Office suite (Word, Excel, Access).

- Effectively interfaces with government officials of appropriate level on matters related to

substantive migration issues and the work of IOM;
- Effectively applies knowledge of migration issues within the organizational context;
- Correctly frames migration issues within their regional, global, and political context.
