**Context**:
Under the overall supervision of the Chief of Mission and direct supervision of the Migration Management Officer, the Consultant will be responsible for capacity building and awareness raising of IOM staff and other actors on national and international legislation with particular focus on domestic work.

1. **Project Context and Scope**:
IOM has identified domestic work as sector that increases the vulnerability of migrants and especially migrant women. Women engaged in domestic work are highly vulnerable as their work occurs in the private sphere, hidden behind closed doors. Women migrant domestic workers routinely experience unfair and unethical recruitment practices, exploitative working conditions including unfair wages and long working hours, as well as physical, verbal or sexual abuse.

As part of IOM global strategic vision on enhancing regular migration pathways, IOM in Qatar has chosen to focus on enhancing regular and flexible migration pathways for women domestic workers, to ensure that they recruited and employed fairly and ethically. Delivering on that promise of transformation however can only take place by increasing migrant agency and engaging employers of migrant domestic workers and the general public to raise their awareness on national and international standards on domestic work and catalyze behavioral change. As part of its commitment to promote the rights of MDWs in Qatar, IOM Qatar has spearheaded the development and launch of a Code of Conduct for UN employers of migrant domestic workers. The code of conduct has been adopted as a UN initative and be formally launched in September 2024 in an official ceremony.

It is within this context that IOM is seeking a consultant who will work under the Migration Management Unit to develop and deliver capacity building and awareness raising interventions to IOM staff in Qatar (CAS and Country Office) and to other relevant actors on the code of conduct and other legal obligations staff must abide by. In doing so, the consultant will be responsible to engage migrant communities in the country, support their coming together and design and deliver trainings for IOM staff and other relevant actors that draw on national legislation and international standards and that bring to life the lived experiences of migrant domestic workers in Qatar.

The consultant will work under the Migration Management Unit in IOM Qatar

6. **Category B Consultants: Tangible and measurable outputs** **of the work assignment**

The consultant will be responsible to carry for the following:

- Organize ongoing awareness raising sessions for over 500 IOM staff in CAS and Country Office on international standards on domestic work as well as the national domestic work law in Qatar
- Organize awareness sessions for over 500 IOM staff in CAS and Country Office on the Code of Conduct for UN employers of MDWs.
- Organizing focus groups/ workshops/ awareness sessions with migrant domestic workers including live in domestic workers and those employed by cleaning companies
- Engage with and build a robust network of migrant domestic workers community leaders from different nationalities
- Work with embassies of countries of origin and other service providers to provide support and facilitate access to services for migrants in general and migrant women in particular and ensure the access to gender responsive service provision
- Conduct a mapping exercise of available service providers and develop referral pathways
- Provide assistance to cases including the reception and referral of cases involving MDWs
- Organize recreational activities for migrants including those at the government run shelter (organizing outings, games and recreational activities in the shelter).

8. **Education, Experience and/or skills required**
- Bachelor's degree (or equivalent) with three years of relevant professional working experience
- Prior experience in community engagement and mobilization required
- Thorough understanding of the issues in the domestic work sector, including a detailed knowledge of the Qatari legislation as well as international standards related to domestic work.
