Safety Officer

**Role Description**

This is a full-time on-site Safety Officer role located in Qatar. The Safety Officer will be responsible for overseeing daily safety procedures, conducting inspections and assessments, conducting accident investigations, providing safety training for staff, and ensuring compliance with all safety regulations and standards.

**Key Responsibilities**:

- **1.**_ **_**Safety Policy Development: *_
- Develop, implement, and update safety policies and procedures, in compliance with relevant regulations and industry standards.
- Ensure awareness and adherence to safety policies among all employees and contractors.
- **2.**_ **_**Hazard Identification, Risk Assessment, and Elimination:*_
- Conduct regular inspections of work areas, equipment, and processes to identify potential hazards.
- Perform risk assessments to evaluate the severity and probability of incidents and develop strategies to mitigate risks.
- Identify and eliminate hazards through daily site inspections.
- Ensure work does not proceed until unsafe situations are rectified.
- **3.**_ **_**Incident Investigation:*_
- Investigate accidents, near misses, and occupational illnesses to determine root causes.
- Recommend and oversee implementation of preventive measures.
- Prepare detailed incident reports.
- **4.**_ **_**Safety Instructions and Training:*_
- Educate employees and contractors on safe work practices, emergency procedures, and the proper use of personal protective equipment (PPE).
- Monitor the effectiveness of training programs and identify areas for improvement.
- Conduct safety inductions for newly joined employees at the site.
- **5.**_ **_**Safety Inspections and Performance Monitoring:*_
- Conduct routine safety inspections to ensure compliance with safety regulations and company standards.
- Monitor safety performance of site workers to ensure compliance with safety measures and precautions.
- **6.**_ **_**Emergency Preparedness and Response:*_
- Develop emergency response plans and procedures.
- Coordinate with 3rd party to conduct drills and exercises to test the effectiveness of emergency response plans.
- Provide guidance during actual emergencies.
- **7.**_ **_**Regulatory Compliance and Documentation:*_
- Stay updated on relevant regulations, codes, and standards applicable to the oil and gas industry.
- Ensure compliance with local, state, and federal regulations and maintain accurate records.
- Follow up on the permit-to-work system, conducting pre-checks before starting work.
- Prepare Job Hazard Analysis (JHA), Job Safety Analysis (JSA), and Risk Assessment (RA) for all tenders and projects.
- **8.**_ **_**Safety Culture Promotion and Collaboration:*_
- Foster a positive safety culture by promoting safety awareness, encouraging employee engagement.
- Recognizing individuals and teams for their contributions to safety.
- Provide guidance and support to supervisors.
- Collaborate with supervisors and site engineers to prevent hazards, accidents, and work delays.

**Qualifications and Requirements**:

- Relevant professional certifications such as NEBOSH, IOSH preferred.
- Previous experience in a similar role within the oil and gas industry, with a demonstrated track record of implementing effective safety programs and initiatives.
- Physical fitness and ability to work in various environmental conditions.
- Willingness to travel to different work sites as required.
- Strong problem-solving skills and ability to make decisions under pressure.
- Adaptability to evolving safety regulations and industry standards.
- Ability to confidently assert safety requirements and expectations, even in high-pressure situations or when facing resistance from technical personnel.
- Good computer skills and proficiency in MS Office Applications.
- Skill in resolving conflicts and disagreements related to safety issues in a constructive manner, finding mutually acceptable solutions while prioritizing safety.
- Willingness to collaborate closely with engineering and technical teams, recognizing the shared responsibility for ensuring safety and promoting a culture of mutual support and accountability.
