Key Accountabilities:
Role Purpose

Responsible for the design, implementation, communication and coordination of all quality, environmental, health, and safety programs for QM. This position will develop and provide technical and administrative direction on all QHSE decisions, which bear critical importance to overall Division objectives, operations, and profitability.

KEY ACCOUNTABILITIES
- Develops and implements QHSE managements systems, processes, and procedures that improve business operations in accordance with ISO 9001, ISO 14001, and ISO 45001.
- Communicates information on the QHSE Management System throughout the organization and promotes HSE awareness.
- Supports the organization on QHSE matters as the primary point of contact.
- Keep up to date with recommended codes of practice and safety literature.
- Conducts monthly Service Level Agreement and KPI performance audits of FM Contractors.
- Provides quality management, HSE, and project management training to employees.
- Ensures the high standard of Fire Prevention by carrying out fire risk assessment, scheduled fire safety audits and inspections.
- Conducts training and monitoring on QM emergency crisis management plan.
- Ensuring all Contractors are complying with the QM’s QHSE plan and procedure and Qatar regulatory requirements.
- Ensuring high level of HSE performance throughout QM Premises.
- Participates in tender and project teams as the QHSE Expert.
- Plays key role in technical evaluation exercise as required.
- Ensuring the inspection, testing and maintenances of fire and life safety system are carried out with accordance NFPA and CDD requirements.
- Review and approve key fire safety documentation for project HSE Management.
- Reviews and assesses requests for pre-qualification or tender, and compiles required documentation in preparation for project deliverables.
- Participates in project teams as the QHSE expert.
- Prepares and maintains required HSE records and reports.
- Plays the role of the Quality engineer in providing support to the FM Operations Teams in the museums.
- Preparing lessons learnt and safety alerts as when necessary.
- Drafts and develops procedures for QHSE topics as necessary.
- Liaise with departments and clients in controlling the permit to work system and the software for the same. Training them on the same and there has been excellent performance in this vital safe system of work.
- Coordinates and executes HSE inspections, and internal, sub-contractor, and third party audits.
- Conducts investigations and analyses of, and reports findings to management on:
- Non-conformity reports and root cause analysis
- Incidents, near misses, and damages

Necessary knowledge to be able to do the job
- Advanced knowledge of construction industry practices, regulatory agency requirements and industry standards. Worked within the construction/facilities management industry.
- Good Knowledge in QHSE Management system.
- Proficient knowledge in developing QHSE manuals & plans.
- Knowledge in emergency manage plan preparation and implementation.
- Proficient knowledge in conducting QHSE trainings.
- Skills: Computer literate; problem solving skills; people skills; able to work unsupervised; able to work as a team; must be able to speak and write English, able to prioritize work; good report writing skills; good communication skills.
- Internal communication: supervising & management consultants, contractor PM, CM, & HSE, Developer contractors,
- External communication: consultants, suppliers, manufacturers, government bodies: ministries, training bodies, suppliers.

Qualifications/Requirements:

- Bachelor’s degree in Engineering Mechanical or Electrical (4 year) or higher in Safety, Engineering,
- NFPA Training.
- HSE certification-Nebosh IGC & Nebosh IFC, IIRSM diploma.
- IRCA Lead auditor certificate training in ISO 45001, ISO 9001, ISO 14001.
- Certifications and Knowledge of ISO, OSHA and NFPA standards.
- Membership of Professional Body e.g. IOSH (CMIOSH).
- Ten years’ experience in a similar role including exposure to industrial construction / facility management safety experience managing project safety.
