Job Title**: HSE OFFICER**

Reporting To **:HR Head and GM**

**Authorities**:
1. Authorized to enforce & promote safety system procedures within the company.

2. Authorized to promote safety at the workplace, carry out inspection of the fabrication shop, equipment and work process and recommend measures for safety improvement.

3. Authorized for issuing Notice, Warning Letter and Penalty.

4. Authorized to stop any unsafe acts or processes that seem dangerous.

**Responsibilities**:
1. Responsible for supporting the development of OHS (occupational health and safety) policies and programs, review existing policies and measures.

2. Organize OHS training for ESF employees, Clients and Visitors.

3. Inspect premises, work activities, PPE, protection clothing, emergency doors (EXIT), fire alarm system and smoke detectors.

4. Review the workplace's existing safety procedures and recommend new procedures as and when required.

5. Advising and instructing on various safety related topics (noise levels, use of machinery etc.), conducting risk assessments and enforcing preventative measures.

6. Identifying hazards, ensuring compliance with legislation, and promoting a culture of health and safety in the workplace.

7. May exercise emergency, authorized to prevent or stop unsafe acts when immediate action is required.

8. Investigate incidents, prepare reports on occurrences and provide statistical information to upper management.

9. Inspect the work of personnel to identify issues or non-conformity (e.g., not using PPE).

10. Responsible for conducting weekly/daily toolbox, on-the-job training & HSE induction.

11. Manage and coordinate all OHS matters in the factory and sites and ensure their compliance.

12. Develop, Review and advise the Risk Assessments (RA) and Safe Work Procedures (SWP) on the operational activities.

13. Conduct risk assessments, internal audits and Incident investigations of all incidents, accidents, near misses and dangerous occurrences event within the factory premises.

14. Identify the weather and unsafe climate conditions; and advise/take necessary action for preventing inconvenience.

15. Responsible to follow the safety related instructions required by contractor/client as per their contract terms and conditions.

16. Oversee installations, maintenance, disposal of substances etc.

17. Responsible for removal and replacement of damaged or distorted items.

18. Maintain healthy environment and housekeeping, and manage fire safety equipment easily accessible, and place sufficient sign boards (with understandable languages).

19. Responsible for Waste management; spent abrasive, paint cans, brushes and all other wastes shall be safely removed and disposed. All paint waste shall be collected/segregated and disposed in approved designated area.

20. Lifting equipment (overhead or forklift or any needed) to be calibrated and record in safety log.

21. Record and investigate incidents to determine causes and handle worker’s compensation claims.

22. Maintain relevant safety records and certificates.

23. Promote a Safety Management System, based on ISO 14001:2015 and OHSAS 45001:2018 within the company & ensure at all times the safety system procedures are followed & continue improvement until the effectiveness of the safety management system is achieved.

24. Direct reporting to HR Head regarding HSE work. And direct reporting to GM for action required and safety reports.

**Qualifications**:
1. Diploma in industrial safety, NEBOS, OSHA & IOSH course conducted by any professional institution.

2. Number of years of experience: 5/10 years & above.

3. Area of experience required: safety procedures and industrial safety regulation.
