**Job Title**: Arabic Procurement Officer
**Location**: Qatar
**Job Purpose**:
The Procurement Officer is responsible for managing the end-to-end procurement process to ensure timely, cost-effective, and quality sourcing of materials, equipment, and services for Facility Management operations. The role involves vendor management, tendering, negotiation, contract administration, and ensuring compliance with company and client procurement policies.
**Key Responsibilities**:
- Manage the full procurement cycle from requisition to delivery for facility management and maintenance projects.
- Identify, evaluate, and negotiate with suppliers to obtain the best value for goods and services.
- Review and analyze purchase requisitions to ensure accuracy, completeness, and alignment with operational requirements.
- Prepare and issue RFQs, RFPs, and purchase orders in compliance with company policies.
- Develop and maintain strong vendor relationships and ensure supplier performance meets company standards.
- Monitor and track purchase orders to ensure on-time delivery and resolve any issues related to delays or discrepancies.
- Ensure compliance with company procurement procedures, ethical standards, and applicable legal requirements.
- Coordinate with technical, finance, and operations teams for specifications, approvals, and budget alignment.
- Conduct market research to identify new suppliers, cost-saving opportunities, and material alternatives.
- Assist in the development and maintenance of the approved vendor list (AVL).
- Review supplier invoices and coordinate with the finance department for timely payments.
- Support internal and external audits related to procurement activities.
- Develop, implement, and maintain procurement policies and procedures to improve efficiency and ensure compliance with organizational standards.
- Contribute to continuous improvement initiatives and support ISO and compliance documentation related to procurement operations.
- Prepare periodic procurement reports, cost analysis, and performance metrics for management review.
**Qualifications and Experience**:
- Bachelor’s Degree in Supply Chain Management, Business Administration, Engineering, or a related field.
- Minimum **5 years of experience** in **procurement or purchasing**, preferably in **Facility Management, MEP, or Construction industry** within Qatar or GCC.
- Strong knowledge of **Qatar procurement regulations**, vendor management, and contract negotiation.
- Experience with **ERP systems (SAP / Oracle / MS Dynamics)** preferred.
- Excellent negotiation, analytical, and communication skills.
- Proficient in MS Office (Excel, Word, PowerPoint).
**Key Skills and Competencies**:
- Strong understanding of facility management materials and service procurement.
- Ability to create, review, and enforce procurement policies and procedures.
- Strategic sourcing and cost analysis expertise.
- Effective coordination and teamwork across departments.
- Ability to manage multiple priorities under tight deadlines.
- High level of integrity, professionalism, and attention to detail.
