**Purpose**:

- Advise and brief on progress of all work under his/her control;
- Deliver business strategy and operational excellence through effective cooperation with corporate functions and business unit personnel.

- Government/Legislative Authorities
- Industry/Public Forums

**Purpose**:

- Manage long term relationships with customers, agents, suppliers and contractors;
- Positively represent Milaha as a reliable agile customer focused organization.

**Occupational Health & Safety and Environment**
**Accountability**:
Accountable to their line manager and direct reports as far as is practical to ensure
- a safe place of work.
- Safe systems of work.
- Safe assest, plant & equipment.
- Provision of information and training.

**Responsibility**:

- His/her personal safety and that of all personnel under his/her authority, including others who may be affected by the company’s activities.

In particular to:

- Conduct risk assessments on activities within their department ensuring that the methods and safe systems of work are safe and implemented.
- Ensure all employees and contractors under their control are competent to undertake their duties.
- Ensure all accidents, incidents and near misses are reported and investigated.
- Promote good behaviors and set a personal example regarding occupational health and safety matters.

**Authority**:
Managers/Supervisors have the authority to stop work when health and safety is unsafe or being compromised.

**Minimum Qualification/Experiences/Skills**
**Education & Professional Qualification**:

- Bachelor’s or Master’s degree in Project Management, Engineering or a related field.

**Professional Experience**:

- 8-10 years of project management experience as project lead in the marine, shipbuilding, or offshore industry. Experience in overseeing global projects with complex stakeholder environments.

**Preferred Qualifications**:

- PMP© or similar project management certification.
- Background in financial and cost control related to shipbuilding or offshore engineering projects would be an advantage.

**Geographic Experience**:

- Experience in GCC/Middle East preferred;
- International experience and working in multi-national environment is preferred.

**Computer Skills**:

- Proficiency in project management software (e.g., Primavera P6, MS Project, or equivalent).
- Experience with digital tools and automation for project reporting and tracking.
- Knowledge of Power BI will be an advantage

**Language Skills**:

- Business & Technical fluent English
- Arabic language is an advantage.

**Skills & Competencies**:

- Strong analytical and problem-solving skills with the ability to interpret financial and project data.
- Expertise in project tracking, budget management, and cost control methodologies.
- Excellent communication and leadership skills, with the ability to influence stakeholders at all levels.
- Detail-oriented, organized, and able to work in a fast-paced environment.
- Knowledge of industry standards and regulations related to offshore support vessels.

**Key Roles & Responsibilities**

**PMO Leadership & Project Governance**:

- Establish and lead the Controlling PMO function to oversee multiple vessel projects.
- Develop and implement project governance frameworks, standards, and best practices.
- Ensure project compliance with company policies, industry regulations, and safety standards.
- Provide strategic oversight to ensure projects are delivered on time, within scope, and within budget.

**Project Tracking, Control & Budget Management**:

- Develop and maintain tracking systems, dashboards, and reports to monitor project performance.
- Implement project control mechanisms to track progress, manage risks, and optimize resources.
- Analyze project risks, cost deviations, and schedule variances to provide early warnings and corrective actions.
- Ensure accurate and timely reporting of project KPIs, budgets, schedules, and resource allocations.
- Monitor project expenditures and ensure alignment with approved budgets.
- Prepare detailed financial and progress reports for senior management and stakeholders.

**Support for New Building, Conversion, and Repair Projects**:

- Collaborate with various project teams to track, control, and report progress on vessel construction, conversion, and maintenance projects.
- Provide data-driven insights and recommendations to optimize project timelines and costs.
- Work closely with engineering, procurement, and operations teams to ensure project alignment and financial discipline.

**Stakeholder Management & Coordination**:
