Manager Business Continuity and Risk Management

**About the role**:
Develop coordinate and maintain HIA’s Risk management System for all operational and non-operational functions directly under HIA management accountability and supports overall coordination with other stakeholders. In alignment with HIA’s risk tolerance, the position holder will guide department heads to select, develop and implement cost-effective strategies to help mitigate the identified risk impacts.

The role is responsible of the implementation, monitoring, auditing and continuous improvement of the Business Continuity Management System (BCMS) and ensure its compliance with ISO22301 and other recognized international best practices.

**Key responsibilities**

Development and Implementation of the Management Systems
- Responsible of the strategic direction, leadership and management of the Business Continuity and Risk Management Systems for Hamad International Airport (HIA).
- Report the Business Continuity and Risk Management status of business departments to top management.
- Represent HIA at national and international Business Continuity and Risk Management meetings.
- Interpret and comply with the requirements of Qatar Civil Aviation Authority and Qatar legislation applicable to the Business Continuity and Risk Management, ensure they are embedded within the organization effectively to assist HIA to create high quality Business Continuity plans and exercises.

Business Continuity Strategies:

- Leading the relevant Managers and heads of departments to support them on the selection of control measures as well as ensuring that those comply with the necessary recovery times. Thus, ensuring the smooth operations of critical functions and a degraded level of service of non-critical functions.
- Create business cases to plan, drafting, reviewing based on the requirements from the department and other regulatory bodies (ICAO, QCERT, QCA, ISO Standards, etc.), procure and implement the required resources for the selected business continuity strategies. Ensure that Business Continuity plans are developed to maintain and/or restore business processes within required timescales following interruption to, or failure of, critical business processes.
- Oversees the execution of business continuity and disaster recovery plan(s).

Risk Management:

- Responsible for strengthening the risk governance structure to ensure sound risk management throughout HIA by implementing, monitoring and continuously improving a risk management framework.
- Drive the implementation of local and global regulatory Enterprise Risk Management (ERM) requirements (ISO31000:2018) within the respective parts of the Business through periodical audit to ensure compliance. Identify and analyze sector trends to continuously improve the ERM approach, including the identification of gaps in processes and capabilities.
- Create and develop the ERM policies, processes, procedures and systems.
- Design the risk management framework that includes risk assessment. Ensuring quality assurance is in place against relevant standards (e.g. ISO31000:2018) and best practices.

Incident Management:

- Liaise and guide the senior manager team and the operations manager in the management of disruptive incident. Ensuring that during disruptive events, business continuity plans are properly implemented and assisting in the decision making of additional control measures.

Testing and exercising:

- Lead the performance of periodic tests of established Business Continuity Plans and procedures, reporting findings to management and making recommendations for improvements as needed.

Qualifications

**About you**:

- Relevant College or University qualification to min Bachelor’s level
- Business Continuity Institute (MBCI), Disaster Recovery Institute (CBCP) or similar certification.
- Minimum 8 years relevant experience
- Experience of being part of a team implementing Business Continuity Standard ISO 22301 within a major international airport with significant traffic movements.
- Experience in developing and implementing Business Continuity and risk management policies and processes.
- Previous experience in Crisis Management and development of Airport Emergency Plan.
- Working knowledge of Business Continuity Management ISO: 22301 and ISO: 22313, Risk Management ISO: 31000, incident management and emergency response, as well as the recognised BCM industry standards.
- Working knowledge of ACI / ICAO / IATA regulations.
