This is a **strategic and site-based role** requiring leadership, compliance enforcement, and continuous improvement of HSE policies across our projects in **Rwanda**.

**Key Responsibilities**:

- Develop, implement, and maintain company-wide HSE strategies, policies, and procedures.
- Lead the HSE function across all construction project sites ensuring full legal compliance and adherence to international safety standards.
- Conduct regular HSE audits, risk assessments, and incident investigations.
- Promote a culture of safety awareness and continuous improvement.
- Ensure all staff and subcontractors receive required safety training and inductions.
- Monitor, analyze, and report on HSE performance metrics.
- Coordinate with project managers, engineers, and client representatives to ensure safety is prioritized in all project phases.
- Establish emergency response procedures and ensure preparedness across all sites.
- Drive zero-incident objectives and ensure proper documentation and reporting of near-misses, accidents, and unsafe acts.
- Stay up to date with international and local safety regulations and recommend policy updates accordingly.

**Requirements**:

- **NEBOSH Level 6 International Diploma** in Occupational Health & Safety (mandatory).
- **Bachelor’s degree in engineering (Fire & Safety)** or a related discipline.
- **15+ years of progressive HSE experience** in the construction industry, with at least 5 years in a senior or managerial capacity.
- Strong knowledge of international HSE standards (e.g., OSHA, ISO 45001, ISO 14001).
- Proven experience in large-scale infrastructure or building projects.
- Excellent leadership, communication, and training skills.
- Ability to work independently in multicultural environments.
- Strong documentation, analytical, and reporting skills.
