Overall Purpose of the Position:

Provide technical expertise and professional oversight in the fields of aviation security and facilitation, contribute to the development of national policies and procedures, ensure full compliance with ICAO Standards and Recommended Practices (SARPs) and national regulations, and support audit programs and strategic initiatives at the national level.

Main Duties and Responsibilities:

1.    Supervise the implementation of aviation security and facilitation policies and procedures within aviation facilities and airports.

2.    Lead or participate in security and facilitation inspections and audits of operators, government entities, and airports.

3.    Prepare technical reports and submit recommendations to address deficiencies in line with regulatory requirements.

4.    Coordinate with national and international entities regarding USAP-CMA audits, Annex 9 facilitation matters, and related improvement plans.

5.    Contribute to the development and update of the National Civil Aviation Security Programme (NCASP) and the National Air Transport Facilitation Programme (NATFP), as well as related manuals and procedures.

6.    Support national capacity building through training, technical supervision, and expert advisory services in both security and facilitation domains.

7.    Actively participate in national and international meetings and provide technical inputs on behalf of the State on security and facilitation matters.

Experience

Qualifications and Experience:

1.    University degree in aviation, security, facilitation, or an equivalent field, or a minimum of 10 years of experience in civil aviation, including at least 7 years in aviation security and facilitation.

2.    Preferably an ICAO-certified auditor or instructor in the field of aviation security and/or facilitation.

3.    Advanced knowledge of national and international regulations, especially ICAO Annex 17 (Security) and Annex 9 (Facilitation).

4.    Fluency in English, both spoken and written.

•    Effective coordination skills with national and international stakeholders in both security and facilitation areas.


•    High level of discipline, professionalism, and ability to work within multidisciplinary teams
