Job Title: Implementation Project Manager- BIN Migration & ICCP/Smart Data

Term: 12 months

Location: Doha, Qatar

Division: Cards

Reports to: Head of Commercial Card 

Relevant experience: 8-10 years in payment systems implementation and project management. 

Mandatory requirements: 

  1. Technical knowledge of BIN setup, card issuance, and transaction lifecycle.
  2. Advanced project management skills (Agile/Waterfall)
  3. Immediately available.

PURPOSE OF THE PROJECT

Lead the end-to-end implementation of BIN migration projects, ICCP and ICMP onboarding, and Smart Data enablement, including upgrade and migration to CDF3 standards. Ensure compliance, technical integration, and successful delivery within agreed timelines.

Key Activities

Core Responsibilities and Accountabilities

Project Planning & Execution

  • Develop detailed project plans, timelines, and milestones for BIN implementation and CDF3 migration.
  • Coordinate cross-functional technical teams and vendors to ensure smooth execution.
  • Monitor progress, manage risks, and implement mitigation strategies.

Stakeholder Management

  • Act as the primary liaison between internal teams, banks, Mastercard, and third-party vendors.
  • Facilitate communication, manage expectations, and resolve conflicts effectively.

Requirements Gathering & Analysis

  • Collaborate with business analysts and technical teams to define BIN and ICCP requirements.
  • Ensure alignment with compliance regulations and Mastercard specifications.

Technical Oversight

  • Provide guidance on BIN-related technical aspects (card issuance, authorization, transaction processing).
  • Work closely with IT teams for seamless integration and configuration.

Quality Assurance & Testing

  • Oversee testing phases (MTF, PROD) to validate BIN functionality and CDF upgrades.
  • Ensure adherence to QA standards and best practices.

Documentation & Reporting

  • Maintain comprehensive project documentation, including status reports, risk logs, and lessons learned.
  • Deliver regular updates to senior management and stakeholders.

Post-Implementation Support

  • Provide technical support for onboarding corporates on ICCP and Smart Data platforms.
  • Assist client product teams with configuration and troubleshooting.

KPIs

  • On-time delivery of BIN migration and ICCP implementation projects.
  • Zero critical defects during testing and production phases.
  • Stakeholder satisfaction score 90%.
  • Compliance with Mastercard and regulatory standards.

Knowledge and Experience

  • Bachelors degree in Computer Science, Engineering, or Business Management.
  • PMP or Prince2 certification (mandatory for most market roles).
  • Minimum 8 years in project management within financial services or payments industry.
  • Proven experience in BIN migration, ICCP configuration, and CDF upgrades.
  • Strong understanding of Corporate/B2B payment systems and card processing.
  • Familiarity with Smart Data, MDES, and ICCP onboarding processes.
