Senior Project / Cost ControlManagerParsons is looking for an amazingly talented Senior Project/ Cost Control Manager to join our Qatar team Based in our headoffice you will lead the internal COST CONTROL function across thesector.

In this role you will get to make a positive impact on thedelivery of project / cost controls services across the sector, andhelp create and implement internal best practices.


WhatYou'll Be Doing:

  • Leads Project / Cost Controlsteam within the central region and manages resource assignments andstaffing requirements within the department.
  • Manages adiversified team of project controls managers/engineers who arequalified to analyze, evaluate, and forecast project costs andfinancial metrics.
  • Supports the Sector Manager inidentifying means and methods for increasing margins, improvingcashflow, and achieving top-line growth. Leads and/or supports thedelivery of various corporate requirements, including corporatereporting, business planning, cash management, etc.
  • Establishes and maintains regular contact with ProgramDirectors/Managers to ensure that their Project Controls relatedrequirements are fulfilled.
  • As a member of the RegionalProject / Cost Controls Leadership, participates in identifyinginitiatives focused on the improvement and advancement of projectcontrols services across the organization, and leads theimplementation of those initiatives, either within the sector oracross the region.
  • Oversees the development andmaintenance of established systems and procedures, and utilizesbest practices to introduce further improvements to existing andnew business processes.
  • Functionally manages project /cost controls resources within the sector, including staffassignments/requirements, performance reviews, training anddevelopment.
  • Provides training and orientation to thewider organization on the implementation of project controls bestpractices.
  • Performs other responsibilities associatedwith this role as may be required.
  • Interfaces with theClients, attends regular meetings, and provides statisticalreports.
  • Prepares status reports, oversees thepreparation of monthly reports and prepares presentations regardingthe progress of the work with respect to interim and majormilestones.
  • Manages regular site inspections to assesscontractor s work progress based on approved schedule; plannedversus actual progress.
  • Manages a unique technical teamwho are qualified to analyze, evaluate, and forecast project costs,as well as performance against an established schedule withcritical milestones.
  • Manages the assessment of theimpact(s) of design/construction changes and scheduleslippages.
  • Oversees the development and maintenance of anestablished system to show the hierarchy of plans andschedules.
  • Takes a lead in preparing schedule data forproposals or contract negotiations as requested and checks andconfirms that the correct scope of work is reflected on assignedschedules

What Required Skills You'll Bring:

  • Degree in Engineering, QS or related discipline with minimum 15years experience in multi-national engineering firms, specificallycost controls and management experience across multi-disciplinaryteams.
  • Expertise in schedule and cost report development,monitoring, and reporting
  • Advantageous to have extensiveexperience of significant PM/CM contracts.
  • ProjectManagement Certified is a plus.
  • Demonstrated teamwork andmanagement skills.
  • Proven experience of working withincomplex construction environment.
  • Ability to followthrough & clearly deliver work instructions in a complexstakeholder environment.
  • Ability to work in a matrixorganization (dual reporting). Ability to interact withsenior-level management.
Ability to consult, motivate, andnegotiate effectively with client groups, co-workers, employees,vendors, and contractorsWhat Required Skills You'llBring:

  • Bachelor's degree in Engineering,Construction Management, Quantity Surveying, Accounting (or relatedfield).
  • Professional certification via a renownedaccreditation body in engineering and/or projectmanagement.
  • 15+ years of related experience, including 5+years of supervisory/managerial experience.
  • Experience inleading project / cost controls teams, either on major programs orat corporate level, within a reputed consultancy organization, andwith specific emphasis on cost management functions.
  • Proficient PC skills including a proficiency in various ProjectControls Software and Microsoft Office Suite.
  • Thoroughknowledge of industry best practices.
  • Incumbent must meetParsons Project Controls Manager Certificationrequirements.
  • Excellent communication skills atleadership level
  • Excellent people management andleadership skills
  • Proven ability in delivering informaland formal executive/c-suite level presentations, both internallyand externally, for critical/high-importance business matters, e.g.substantiation of a business case or presenting a solution to acomplex problem.
  • Thorough knowledge of industry bestpractices.
  • A desire to seek improvements despite thechallenges.
