ACCOUNTABILITIES

  • To coordinate FOPEntities contractual activities, ensure required Contracts are inplace and monitor contractual quality compliance.
  • Toprepare the FOP Entities annual budget, coordinate the monthlyactuals variances analyzes and review with all sections.
  • To ensure Department procedures are in place, validated andpopulated in the CMS.
  • Coordinate with internal andexternal auditors for quality audits programimplementation.
  • To monitor the deployment of Cost CultureEfficiency program within FOP.JOB DIMENSIONS
  • Team leaderunder the Offshore Support Head, works independently on broadassignments.
  • Responsible for contractual activities ofaround 70 contractors and their compliance with agreed qualityplans.
  • Responsible for the preparation of the budget andthe monthly commitment and forecast reporting.
  • Ensurethat FOP Procedures are validated and published.
  • Managesa team of 4 direct reports.
ACTIVITIESGeneral

  • Demonstratepersonal commitment to the SHE Policy. Maintain awareness of andensure compliance with all relevant Statutory and Company SHEstandards. Actively participate in Company safety awareness andinitiative schemes
  • Lead and mentor the team, ensure todevelop the team to have a team of contracts, budget, and qualityspecialists. Foster a collaborative and efficient workingenvironment. Provide tutoring and development opportunities forteam members.
Budget

Budget Consolidation:
Gather andconsolidate input from various departments to formulate budgetassumptions. Analyze historical data and current market trends toestablish realistic budget assumptions. Ensure that budgetassumptions reflect operational goals and financial strategies.
Present the consolidated assumptions sheets to FOP management forapproval. Liaise with Finance dept to communicate the final outcomeand participate to its presentation to Shareholders.

  • Develop a comprehensive budget booklet that outlines the financialplan and strategies for the fiscal year to come based on the budgetdeveloped for FOP. Ensure clear presentation of data, includinggraphical representations, summaries, and detailed analysis.
Collaborate with the Finance team to ensure the booklet isaccessible and understandable to all stakeholders.

  • Conduct monthly financial performance reviews by comparing actualexpenditures against the budget. Identify and analyze variances,both favorable and unfavorable, and provide detailed explanations.
Collaborate with department heads to understand the root causes ofvariances and develop corrective actions. Ensure informationgathered are available and shared monthly with FOPmanagement.

  • Revisit budget assumptions periodically andadjust forecasts accordingly. Provide strategic recommendations tomanagement for budget reallocations or adjustments during the year.
Ensure FOP compliance with the Budget Control and Budget ChangeRequest procedure.

  • Maintain clear and concise reports onbudget performance, forecasts, and variance analyses for seniormanagement. Communicate budget updates and implications to relevantstakeholders within the organization. Facilitate budget reviewmeetings and presentations with department heads andmanagement.
Contract

  • Implement a robust system to monitorongoing contracts for compliance with terms and conditions.
Regularly assess contract performance against key performanceindicators and milestones. Identify potential issues or deviationsand coordinate with relevant parties for timelyresolution.

  • Conduct annual evaluations of suppliers andcontractors to assess their performance, reliability, andcompliance. Develop evaluation criteria based on quality, cost,delivery, and adherence to safety and environmental standards.
Compile evaluation reports and provide feedback to suppliers forcontinuous improvement.

  • Plan and organize annual meetingsbetween contractors and the company's top management.
Facilitate discussions on contract performance, future needs, andstrategic alignment. Ensure that key insights and action plans fromthese meetings are documented and followed up.

  • Monitorcontract expenditures to ensure they remain within the contractualcap value. Implement early warning systems to detect potentialoverruns and initiate preventive measures. Work with DUET (contractowner and Contract Engineer) to maintain budget discipline andfinancial control.
  • Maintain a comprehensive trackingsystem for contract expiration dates to prevent any disruption inservices. Initiate the contract renewal process well in advance toensure seamless continuity. Collaborate with procurement teams tohandle expirations and transitions effectively.
  • Assistance to DUET for Contract Extension or Renewal: Support theDUET, comprising contract owners and contract engineers, inextending or renewing contracts. Provide expert advice oncontractual terms, negotiations, and market conditions. Ensure allnecessary documentation and approvals are in place for contractmodifications or renewals (CPC-CPAC).QualityQUALIFICATIONS& EXPERIENCE REQUIRED
  • Suitable engineeringqualification (Engineering Degree preferred) with Experience in Oiland Gas Industry, minimum of 10-15 years of relevant experience inthe oil and gas sector, with a deep understanding of fieldoperations.
  • Detailed knowledge of legislation/regulationsin the oil and gas industry, particularly in the MiddleEast.
  • Significant knowledge of offshore plant andequipment and maintenance systems.
  • Recognized level ofCompany expertise in turnaround management.
  • Budget andFinancial Management, extensive experience in budget preparation,financial forecasting, variance analysis, and costcontrol.
  • Familiarity with industry-specific software andgeneral financial applications like SAP environment.
  • Proficiency in identifying issues and developing effectivesolutions, particularly in contract negotiations and compliancematters.
  • Excellent communication andnegotiation-skills.
  • Quality Assurance and AuditExperience in developing and implementing quality assuranceprograms and conducting audits.
  • Risk Management, skillsin identifying and managing potential risks in contracts, budgets,and quality assurance.
  • Leadership Skills, strongleadership, and team management skills, with the ability to mentorand develop staff.
