This post is located in the Programme Office in the State of Qatar (POQAT), Regional Office for Middle East and North Africa (ROMENA) of the United Nations Office on Drugs and Crime (UNODC) in Doha, Qatar.

The incumbent will work under the direct supervision of the Chief of the United Nations Center for Combatting Cybercrime (UNRCC) of UNODC and the overall supervision of the Programme Coordinator (Global Programme on Cybercrime) and the Chief of the Cybercrime and Anti-Money Laundering Section (CMLS), UNODC in Vienna, Austria.


Responsibilities:

The incumbent will carry out work assignments in connection with the implementation of counter-cybercrime technical assistance in the region and, where necessary, internationally.

Within assigned authority the Programme Officer (Cybercrime Prevention) will be responsible for the following specific duties:

  • Organize and conduct capacity building and technical assistance activities on cybercrime prevention for criminal justice actors, relevant cross-governmental authorities, children, families and communities to promote safe use of the Internet and provide technical advice to counterparts.
  • Organize and facilitate international, interregional and national activities on cybercrime prevention.
  • Design curricula and courses on cybercrime prevention.
  • Design and lead study to assess the effectiveness of the Center cybercrime prevention programme.
  • Undertake outreach activities; coordinate international, regional and national workshops, meetings and conferences, makes presentations on assigned topics/activities.
  • Provide, prepare and draft guidelines, tools, case studies, models, and other materials related to cybercrime prevention.
  • Coordinate and liaise with intergovernmental and nongovernmental organizations and institutions which are active in the provision of training and education on cybercrime prevention at the international, regional or country level, as well as with UNODC and broader Secretariat Programmes for crossfertilization.
  • Develop and implement strategies and awareness campaigns on cybercrime prevention including by identifying innovative practices and areas of potential intervention and cooperation.
  • Provide guidance and participate in the development of tools and training to enable gender and human rights mainstreaming in Center projects and activities.
  • Support and/or deliver technical assistance needs assessments and situation analyses by participating in the preparation and delivery of scoping missions and by identifying opportunities to enhance cybercrime prevention skills in partner agencies and countries.
  • Assist in the ongoing monitoring and evaluation of the programme by collecting relevant data on project implementation, drafting reports and supporting followup activities.
  • Implement activities under the Global Programme on Cybercrime, by delivering, overseeing, contributing to and ensuring coordination amongst personnel and units regarding the administration of activities, recruitment of staff and consultants, subcontracting of services, financial monitoring and reporting.
  • Cooperate and coordinate with the field office, Regional Section and other sections at UNODC Headquarters on implementation arrangements and provide detailed information regarding activities.
  • Prepare, review, plan and manage the implementation of the project's strategies and activities as outlined in the project document by providing substantive and administrative support and inputs, including budget and procurement management.
  • Prepare and draft a variety of written outputs that relate to the implementation of the project, such as background papers, progress reports, evaluation reports, mission reports, briefings and presentations.
  • Ensure regular communication with all project donors, and ensure that reporting obligations and other obligations towards the donors are fulfilled in a timely manner;
  • Substantively backstop the Chief of the Cybercrime Center.
  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable datadriven planning, decisionmaking, presentation and reporting.
  • Perform other workrelated duties to support project implementation, as required.
