Reporting to the Distributed eLibrary Director, this position manages the Library's electronic access functions including: collection management, acquisitions (print and electronic), cataloguing, and other technical processing functions.The incumbent advises the Director on license negotiations and oversees the consistent observance of all contractual undertakings and copyright law. This position is also responsible for the maintenance of good relationships with vendors and for ensuring the accuracy of records in the electronic management system. The eAccess Manager works closely with other librarians from within the Cornell system including Cornell University Library in Ithaca and the Liaison Librarian at Weill Medical College in New York. Daily responsibilities include the supervision of acquisitions, cataloguing, and technical processing staff. As part of a four-person management team, including a Director and two other managers, the eAccess Manager participates in planning and budgeting activities with special emphasis on a collection budget exceeding $1m. The incumbent is ultimately responsible for enabling users to have seamless electronic access at any time to information from a multiplicity of scholarly sources in medicine, the basic sciences, and allied health sciences, whether held locally or accessible via the Internet.Major Responsibilities
  • Supervises staff, exempt and non-exempt, in the eAccess Services Department.
  • Develops and implements policies pertaining to the Library's acquisition of all types of resources and to technical processing and cataloguing.
  • Develops and maintains sound relations with international and local vendors of library materials, handling the eLibrary's business with them in oral and written communications.
  • In collaboration with the Director, negotiates and/or manages site licenses for library resources, ensuring that relevant terms and conditions are well publicized to Library staff and users to ensure knowledge and good faith compliance by all concerned with all copyright and other legal provisions.
  • Assists the Director in managing budgetary resources, financial accounting and accessioning processes pertaining to the procurement of library materials.
  • Maintains the relevant modules of the Millennium library system, supervising staff that assist with record creation, ensuring integrity of all data related to the acquisitions program and collaborating closely with Library Systems staff on related technical matters.
  • Coordinates collection development activities, including collection analysis, and chairs the Library's Collections Development Committee, collaborating closely with other professional staff and faculty members on the selection of materials to be acquired.
  • Determines appropriate mechanisms and benchmarks for evaluating the effectiveness and efficiency of the Library's acquisition and technical program.
  • Prepares periodic reports on the Library's technical processing, including acquisitions including statistical records for all eLibrary activities.
  • Performs related duties as assigned by the Library Director.
Position Requirements
  • Qualifying work experience should include prior management responsibilities with technical processing aspects of the library
  • It would be especially useful if the incumbent has prior experience dealing with purchasing, financial transactions and controls; handling orders and shipments, processing invoices and credit statements and maintaining related automated record systems, including statistics, as well as initiating oral and written communications and negotiating with vendors and suppliers of goods and services and preparing reports
  • At least three years work experience in a medical library or in a health science profession. Supervisory experience highly desired

  • Applied skill in using Microsoft Office products and practical skill with relevant modules of an integrated library system: skill in manipulating the Millennium library system especially desirable.
  • Familiarity with bibliographic sources and major suppliers of scholarly resources in medicine and the basic sciences.
  • Excellent communication, interpersonal and negotiation skills, including oral and written fluency in English.
  • Ability to supervise, train, and mentor staff effectively.

  • Ability to work as a team member.
