Head of Information Management Systems (HIMS)

The Head of Information Management Systems (HIMS) ensures effective implementation of IM Data and System practices for the NFS Onshore Project. HIMS provides the stewardship for Data and Systems, related procedures, and data collaboration/design tools.

Your Responsibilities

  1. Facilitates and is responsible for the data and system functioning according to project specifications, developing effective data management approaches to meet quality standards and delivery time frames.
  2. Collaborates with stakeholders (internal and external) and provides technical data leadership to meet project desired objectives related to engineering data and systems technology.
  3. Identifies potential risks and performs periodic data assessment and reporting to ensure the data integrity and consistency of work done by the EPC Contractor is fulfilled.
  4. Has overall responsibility for IM reporting, including the development of IM-specific reporting methodology and tools.
  5. Responsible for the development, maintenance, and control of data storage and transfer architecture including technical aspects of corporate portal, SharePoint, Office 365, and any similar applications.
  6. Primary point of contact with the LNG IT Department including Information Security and development of project-specific applications and tools.
  7. The operating environment is dynamic and challenging, requiring a high degree of personal commitment and organization.
  8. Flexible time management is important when working in a small engineering team environment across different world time zones.
  9. Collaboration with multiple stakeholders to drive system implementation and results.

Your Tasks

  1. Coordinate and collaborate with internal customers and stakeholders, external consultants, EPC contractors, vendors/sub-contractors for data management topics and practices to ensure quality project delivery.
  2. Manage or perform in-depth analysis of data problems related to engineering and operations information management; collaborate for an appropriate approach in consultation with all other project groups (engineering, governance, procurement, construction, commissioning, and operations) to address and devise solutions and ensure that plans are developed to meet the project data and systems requirements.
  3. Monitor the effective implementation of data/document gateway, ensuring all data collection is validated and published via dashboard for monthly report performance.
  4. Develop, manage, and maintain high-quality data standards for the project by ensuring that descriptive metadata and references are created, validated, and recorded, in order to facilitate the end stakeholders' requirements. Work together with the Information Management Division Manager to engage with EPC Contractor and Vendors via monthly meetings to record data issues and progress, report inconsistencies, and resolve reported issues in coordination with PMT and inputs from stakeholders.
  5. Coordinate and supervise the data preparation, synthetization, and delivery in a structured manner and contribute to project reporting.
  6. Overall responsibility for data audits, outcomes, and effective delivery of IM data during each stage of the project life cycle. Provide strategic guidance for data and IM system handover; ensuring harmonized handover approach is followed among all involved entities.
  7. Establish efficiency and efficacy data standards, providing recommendations for improvement in data and system delivery for the project.
  8. Ensure that effective and efficient interfaces are established between the various project systems, through close interfaces with systems vendor.
  9. Provide training to project users for the use of Project Systems, particularly in the equipment data access from other integrated systems.
  10. Coordinate and ensure an effective IM data and system implementation in place for the project, including refining engineering data collection tools, establishing robust data validation processes, and managing effective information sharing and dissemination to all relevant stakeholders.
  11. Ensure smooth contractor and vendor data submission through close interfaces and audits.
  12. Coordinate with the IT department to ensure appropriate ongoing support to PMT.
  13. Provide leadership for implementing ISATE (Information Security Awareness Training and Education) awareness to the Site Team.

Your Profile

  1. BA or BSc, professional qualification; however, any qualification, technical or knowledge requirements may be waived through relevant work experience.
  2. Preferred: Bachelor's degree or Diploma in engineering or Computer Science.
  3. 15 years' experience associated with Information Systems and reporting, preferably within the Oil & Gas Construction Industry.
  4. Knowledge of Engineering Design Systems preferably SPF, Bentley, and Aveva.
  5. Experience in responsible roles on major oil & gas engineering & construction projects.
  6. Knowledge of Electronic Document Management Systems preferably Documentum and Engineering Data Warehouse preferably AVEVA.
  7. Experience with conducting audits & assessing process-driven quality systems.
  8. Experience in completing and delivering high standard data projects and managing, implementing data systems.
  9. A thorough knowledge of Documentation processes, codes, and standards relating to final document handovers working within a structured Quality Management System.
  10. Strong IT and coordination skills.
  11. Excellent written and spoken English.
  12. Good supervisory skills.
  13. Strong qualitative and quantitative analytical skills.
  14. Good communication skills.
  15. Strong skills using MS Office.
  16. Strong skills in using Power BI, MS Project, Primavera, or similar.
