Human Resources Administrator

JOB DESCRIPTION:
Functional and Operational including HR policies & procedures: preparing, implementing HR policy, managing strategic and operational aspects, and making alterations in employee policies & procedures. Preparing annual manpower planning & budget for HRD. Managing local & overseas recruitments as per plan and newly awarded projects. Executing mobilization & demobilization plans. Managing employee performance appraisals and arranging training programs if performance is below average. Managing PRO for government & immigration activities such as new visa applications, visa processing, medical appointments, resident permit processes, and renewals. Overseeing department's daily routine activities such as attendance, grievances, conflicts, etc. Monitoring subordinates' working behavior and daily work. Ensuring discipline is maintained as per standard. Preparing & processing annual leave vacation plans for each employee. Preparing & verifying monthly salary statements. Issuing warning letters, keeping records of imposed fines on employees. Processing terminations & resignations and preparing end of service gratuity/full & final settlements. Conducting exit interviews. Submitting monthly department/work activities and work forecasts to GM Operations & Managing Director.
Professional Skills:
- HRD: Manage & support the HR Dept. for effective HR operations.
- HR policy: Preparing employee policy and procedures manual aligned with labor law, implementing/altering policy, adding policy contents.
- Recruitment: Managing and coordinating recruitment for hiring manpower from abroad. Sourcing/interviewing and mobilization through agencies or directly.
- Audit: Leading Internal Audit department for control on all departments within the organization. As an International Internal Auditor, able to conduct inspections & audits of multi-national operations.
- Management: Monitoring and controlling office and office team. Handling HR and administrative issues and rectifying them within a time bond. Instructing and advising subordinates on various office issues.
Responsibilities:
- Developing and implementing human resources policies.
- Manpower planning & budgeting as per project requirements as well as for corporate office and subsidiaries.
- Creating hiring schedules for potential technicians, engineers, managers & laborers and negotiating employment agreements.
- Ensuring compliance with laws and regulations, managing staff wellness, and conducting performance reviews through feedback from line managers. Conducting quarterly/half-yearly/annual employee performance evaluations.
- Motivating and supporting current staff while maintaining staff records in advanced computer systems such as Oracle-based ERP & HRMS / HCM / SAP employee benefits.
- Identifying staffing needs and creating job descriptions, allotting position numbers for each position as per organization structure.
- Identifying training needs and providing or organizing training through third-party trainers.
- Overseeing monthly payroll statements, ensuring data entry is correct and processing in time as per wages protection system & labor laws.
- Preparing annual leave plans and approving employees' annual leave as per plan.
- Ensuring leave salary, dues, and liabilities are paid before employees avail their vacation.
- Overseeing and managing PRO/emigration activities such as visas, resident permit processes, etc.
- Preparing & verifying end of service benefits – gratuity/full & final settlement, granting approval to forward to the finance department for timely payment.
- Providing weekly/monthly/quarterly/half-yearly/annual HR department's work activities and recommendations/suggestions reports to the Managing Director & Chairman.
