Job Summary
The Hook-Up Manager will be responsible for leading and overseeing all offshore hook-up and commissioning activities for the Qatar Energy COMP3 Greenfield and Brownfield scope. The role includes managing planning, execution, coordination, and safe delivery of offshore construction, fabrication, and commissioning works. The candidate must ensure compliance with project schedules, quality standards, and HSSE regulations while optimizing offshore execution efficiency.

Key Responsibilities
  1. Lead and manage all hook-up and commissioning activities for offshore installations, ensuring projects are delivered on time and within budget.
  2. Plan, coordinate, and execute offshore campaigns, including Greenfield, Brownfield, and modification works.
  3. Drive alignment between engineering, procurement, fabrication, and offshore execution teams to optimize hook-up strategies.
  4. Ensure readiness for offshore mobilization, focusing on materials, personnel, logistics, work packs, and safety measures.
  5. Provide leadership in Greenfield and Brownfield hook-up activities, including topsides installation, tie-ins, and commissioning.
  6. Supervise and coordinate offshore construction, installation, and commissioning of piping, structural, electrical, instrumentation, and mechanical systems.
  7. Manage interfaces with fabrication yards, installation vessels, and offshore teams to ensure smooth project execution.
  8. Work closely with the Commissioning, HSE, QA/QC, Marine, and Operations teams to ensure successful handover of offshore facilities.
  9. Enforce HSE policies, risk assessments, and offshore work permit systems to ensure a safe working environment.
  10. Implement and uphold project quality standards, conducting inspections and audits to ensure compliance with client and regulatory requirements.
  11. Ensure all offshore construction activities align with Qatar Energy and Saipem's Right First Time principles.
  12. Develop detailed hook-up schedules aligned with project execution strategies and offshore campaign timelines.
  13. Monitor and control offshore execution costs, ensuring adherence to target cost models, including lump sum, reimbursable, and unit rate contracts.
  14. Lead readiness reviews, peer reviews, and assurance gates to ensure project milestones are achieved as planned.
  15. Act as the primary interface with the client (Qatar Energy), contractors, and offshore site teams.
  16. Engage with engineering, procurement, and construction teams to resolve technical queries and optimize offshore work sequences.
  17. Facilitate coordination between the Hook-Up team, commissioning, and operations teams to ensure seamless project completion.
Qualifications & Experience Required
  1. Minimum 20+ years of experience in offshore oil & gas projects, with extensive exposure to hook-up, commissioning, and offshore construction.
  2. Proven track record of managing large-scale offshore hook-up campaigns for topsides, pipelines, and subsea developments.
  3. Experience working in both Greenfield and Brownfield environments, handling tie-backs, platform modifications, and topsides installations.
  4. Strong background in project execution strategies, fabrication, offshore installation, and commissioning.
  5. Hands-on experience with HSSE management, risk assessments, offshore safety leadership, and PTW systems.
  6. Ability to lead multi-disciplinary teams, including construction, marine, QA/QC, commissioning, and subcontractors.
  7. Strong knowledge of contract management, cost control, and offshore execution planning.
  8. Experience in managing offshore projects in harsh marine environments, such as the Middle East.
Certifications & Competencies
  1. Comprehensive knowledge of Qatar Energy's offshore execution and commissioning standards is an advantage.
