• 15 + years minimum experience inOil and gas EPIC Project management • Bachelor ofengineering (Mechanical/Process) • Vast experience inmanaging Commissioning and start up activities in Oil and Gasdomain covering both green field and Brown field projects.• Must be able to prepare a commissioning plan andcoordinate with all stake holders involved. • Must be ableto prepare commissioning and start up procedures in line withcontractual scope of work, standards and guide lines. •Prepare procedure for pre-start up audits, methodology, checklists, roles and responsibility matrix etc. • Should havegood experience in managing a commissioning team that comprisescommissioning engineers, supervisors, technicians and specialists.• Must be able to prepare Pre-commissioning, commissioningand startup procedures, and lead the Site acceptance tests andperformance tests for the facility. • Should have adequateknowledge in commissioning system definitions including systems& sub systems Mechanical completion Procedures, hand overprocedures, Completion management system procedures (CMS), Punchlists managing skills, Prepare the lists of pre-requisites forcommissioning that may include documentation, utilities,consumables, specialized manpower etc. • Must be able todevelop commissioning work packs and checklists in an advance stageof project. • Coordinate with all stake holders involvedsuch as Engineering and construction team, Quality Assurance& Control team end users etc. to make sure that allengineering /construction conflicts related to technical compliancehave been looked into and resolved prior to commissioning.• Effective coordination with OEMs, Vendors andsub-contractor involved in the pre-commissioning and Commissioningactivities. • Guide the CMS coordinator (Completionmanagement System) to have a software-based tracking system foreach and every activity that may involve Pre-commissioning,commissioning, startup Site acceptance tests, resolution ofcommissioning punch points and following up the document generationfor every defined step. • Must have outstanding capabilityof maintaining cordial working relation with Client (Include staterun energy companies), engineering consultants, sub-contractors,third party consultants, OEMs and vendors. • The candidatemust be conversant with Team management, Material management, timemanagement, Project Risk assessment and Mitigations. •Knowledge on multidiscipline commissioning activities in compliancewith standards is mandatory and the commissioning manager incoordination with construction manager & Project manager,must be able to assess, analyses and mitigate any constraints thatmay come across commissioning that eventually may cause delay instartups. • Should have basic knowledge on multidisciplines such as Mechanical, Civil, Loss prevention, E&Iand Process in an Oil and Gas Upstream/Downstream Domain.• Good knowledge on Process piping, Staticequipment's, Rotary equipment's, E&Isystems, Heat exchanging systems, Hydro carbon storage facilities,Utilities interface, Loss prevention systems, shutdown systems etc.is highly desirable. • The candidate must be able to workin accordance with Qatar national and international standards andmust be familiar with standards such as ASTM/ASME/Shell DEP/IEC,IEEE/API etc. • Good knowledge on Safety and engineeringstudies is mandatory. • Must have basic knowledge onautomation systems such as Distributed Control systems, SupervisoryControl and Data acquisition system, Shutdown systems and Fieldinstrumentation. • The candidate shall have goodanalytical reasoning for any issues that may arise duringpre-commissioning and commissioning stage and must be in a positionto mitigate such instances technically in coordination with thestake holders involved. • A good knowledge on hazardousarea classifications, Piping and Instrumentation Diagrams(P&IDs) Electrical documents, Process flow diagrams (PFD),Utilities flow diagrams (UFD), Cause and effect Diagrams, Generalarrangements and isometric drawings etc. is mandatory. •Must lead close out activities, post start up that may includeSafety study close outs, Maintenance management systemdocumentation close outs, Plant Operational Hand over certificateapprovals, Performance tests approvals and coordinate withdiscipline engineers to close out Spare part interchangeabilityrecords. etc. Job Type: Full-time Education: •Bachelor's (Required) Experience:
