This position is located in the Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism in the United Nations Office of Counter-Terrorism (UNOCT), in Doha, State of Qatar. The Programme Management Officer reports to the Head of Office under the overall coordination of the Chief of Special Projects Section.

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 45 Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

The UNOCT Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism, based in Doha, State of Qatar, aims to strengthen the parliamentary contribution to international efforts against terrorism and violent extremism. It seeks to promote a whole-of-society approach to terrorism and addressing conditions conducive to terrorism and support parliamentarians in facilitating the implementation of international obligations and instruments related to terrorism, including the United Nations Global Counter-Terrorism Strategy and relevant resolutions of the United Nations General Assembly and Security Council. The office operates through the following three functions: conducting research, analysis and normative work in support of counter terrorism and prevention of violent extremism; providing technical assistance and provision of consultative services; and promoting and facilitating collaboration and coordination among parliamentary assemblies, as well as national parliaments on countering terrorism and preventing violent extremism.

**Responsibilities**:
Within delegated authority, the Programme Officer will be responsible for the following duties:

- Develops, implements and evaluates assigned technical assistance and capacity building programmes/ activities that mainstream counter-terrorism and prevention of violent extremism policies, strategies and recommendations within parliamentary functions.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
- Performs consulting assignments as related to counter-terrorism and prevention of violent-extremism, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan that parliamentarians will use to manage the change.
- Designs and implements training programmes, seminars, and round tables for parliamentarians, with a focus on networking, raising awareness, and capacity-building on countering terrorism and preventing violent extremism;
- Develops and implements Programme initiatives, among them the Parliamentary Working Group for Africa on Countering and Preventing Terrorism, the Global Women Parliamentary Initiative, the Global Youth Initiative, the Coordination Mechanism of Parliamentary Assemblies on countering and preventing terrorism, National Action Plans for African countries as well as thematic initiatives to enhance parliamentary responses in preventing violent extremism, foster ratification and implementation of international counter terrorism treaties, etc;
- Researches, analyzes and presents information gathered from diverse sources, and assists Member States in identifying priorities, needs, good practices and challenges on counter-terrorism and preventing and countering violent extremism, with a view to developing and supporting the implementation of tailored-made technical assistance programmes and projects, in close consultation with regional and national authorities as appropriate.
- Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
