Overview:
***This position will be physically located in Qatar in support of LOGCAP**

May oversee the year-round Programs. Serves as a supervisor for direct-care program staff with responsibility for the operation in accordance with applicable regulations for youth. Provides care, oversight, and accountability for program participants in compliance with DoD, DoS and local policies, guidance, and standards. Provide services to manage unaccompanied minor children within the medical clinic while their guardian / parent is being evaluated or treated. Personnel will be responsible to manage the safety of up to ten unaccompanied minor children at a time between the hours of 0800 - 2000 daily. Provide services to manage unaccompanied minor children when their parent / guardian is on a referral visit to a Qatari hospital. These events can be for a portion of a day, or last for several days while the parent is offsite. Personnel will be responsible to manage the safety of up to ten unaccompanied minor children at a time for 24 hours / day and 7 / days a week. Location to be determined by Requirements Agency - the main location for these services to start is building 306

**Responsibilities**:

- Applies professional knowledge to plan, implement, and supervise a comprehensive program that promotes growth and development of children and youth.
- Works cooperatively with other managers to ensure seamless service and continuity of quality options for all children and youth.
- Provides program oversight and accountability for the performance of staff and the safety and well-being of children and youth IAW DoD, Army and local policies and standards and PWS.
- Explains and enforces program guidance, procedures, policies, and directives to team members.
- Supports the SLD Senior manager in reviewing and updating policies, procedures, Work Instructions and SOPs to support program goals as necessary.
- Ensures staff follow risk management procedures (i.e., abuse prevention, identification, and reporting procedures; accident prevention, etc.).
- Visits programs during all hours of program operation on a regular basis.
- Models appropriate behaviors and techniques for working with children/youth.
- Finds ways to improve production or increase the quality of the work directed.
- Maintains control of and accounts for whereabouts and safety of program participants.
- Collaborates with the SLD Senior Manager to establish work schedules to meet ratio and group size requirements.
- Monitors and analyzes adult/participant ratio sheets to ensure proper staffing and supervision policies are enforced.
- Ensures children/youth are always appropriately supervised; if no direct care staff are available for coverage the Supervisor will act in ratio to maintain required ratios and continue program operations.
- Provides on-the-job support and guidance in classroom settings to ensure competence of staff and quality of programs that meet or exceed national standards.
- Completes monthly formal CDRLs based on developed training plan for the quarterly review process and to ensure competence of staff and quality of programs.
- Evaluates employees based on established performance standards.
- Provides appropriate staff professional recognition and/or disciplinary action
- Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.
- Ensures facility maintains appropriate standards for condition and sanitation.
- Procures supplies and equipment to support program goals and objectives.
- May be required to perform health related practices as reasonable accommodation for children with disabilities.
- Performs other related duties as assigned.
- Additional duties for CDC Supervisor
- Assists SLD Senior manager in recruiting and hiring qualified personnel for the CDC.
- Ensures program achieves and retains national accreditation (NAEYC).
- Supports planning and development of program special events designed to promote the instructional program while encouraging parents to become involved.
- Ensures nutritionally balanced meals and/or snacks are provided.
- Maintains documentation and record keeping of all food service-related activities.

- Successful completion of an undergraduate degree that included or was supplemented by major study (at least 24 semester hours) in child development or education, or other fields appropriate to the position:

- For CDC program: an undergraduate degree with a major course of study in Early Childhood Education, Child Development, Elementary Education, Special Education or similar field.
- For Youth Program: an undergraduate degree in Child Development, Elementary Education, Secondary Education, Youth Development, Recreation, or similar field.
