**Job Overview**:
Responsible for the effective execution of procurement activities for the entire purchase-to-pay cycle within a Project or Projects as defined by the Project Procurement Plan along with the day-to-day management of Project personnel. Develops and Implements Project procurement strategies and activities to mitigate risk, which are in alignment with Project objectives i.e., budget, schedule, quality, cost, etc. while providing management direction to Project procurement personnel in the development and execution of the master project supplier list, invitation to bids to selected suppliers, negotiation, Purchase Order award, expediting, logistics, Purchase Order close-out of engineered, tagged or critical equipment and services. Serves as the primary point-of-contact to the Project Manager for all procurement activities within the Project.

**Key Tasks and Responsibilities**:

- Develops the appropriate sourcing and commercial strategy and the Project Procurement Plan for all project materials and equipment as defined by the Prime Contract and in alignment with current policies and procedures.
- Directs, schedules, and/or monitors the preparation and launch open and closed invitation to bids using the core eProcurement tool, serve as the single point-of-contact for complex Supplier questions, and harmonize, complete commercial bid tabulations with recommendations.
- On selected high risk or critical materials or equipment, lead the negotiation of commercial conditions and/or lead Pre-Award meetings or proposal clarification meetings with high risk or critical materials and equipment suppliers and Project personnel to ensure alignment.
- Directs, schedules, and/or monitors and approves the preparation of Purchase Orders and amendments per the assigned Delegations of Authority utilizing company ERP system including management of the supplier acknowledgement.
- Leads the project procurement team in the facilitation, coordination and/or informing other disciplines and the Client for the timely supplier pre-qualification, expediting, inspection, material management and logistics project procurement requirements and weekly updates.
- Monitors the quality development of Project procurement files and directs the timely close-out of Purchase Orders and leads and/or facilitates the completion of performance assessments for selected suppliers.
- Initiates quality review of high dollar or high-risk Purchase Orders, Commercial Bid Tabulations, etc. of the Project procurement personnel while ensuring the highest level of accuracy, quality, and compliance of all department procedures and guidelines.
- Establishes key interfaces and builds relationships with Engineering, Project Management, Legal, Inspection, Expediting, Supplier Qualification, etc. in support of alignment of project goals and objectives.
- Ensures that all Project procurement personnel and procurement activities are of the highest level of ethical and professional standards of conduct as established by the organization while recognizing specific behaviors, which contributes to Procurement fraud.
- Efficient utilization of company systems, tools and spreadsheets while monitoring and reporting to the Project Manager and the Client on key project performance indicators, project procurement statistics and information against established project milestones.
- Supervises the Project Procurement team, which consists of all procurement personnel assigned to the Project i.e., buyers, expeditors, logistics, inspection, etc. Provides leadership, mentoring and coaching to procurement personnel including the finalization of objectives and assisting in the development and training of personnel.
- Serves as the Procurement representative with the Client, requiring the preparation and delivery of key presentation material and information.
- Identifies, resolves or mitigates performance issues relating to supplier performance while ensuring a positive working relationship with key or top suppliers within the Project and/or Region.

- Technical Competencies:

- Intermediate to advanced skill level of procurement law, contract development, terms and conditions, negotiation strategy and execution with internal customer alignment, etc.
- Strong functional knowledge of eProcurement and ERP tools, including the ability to generate Excel spreadsheets with supporting analysis.
- Intermediate to advanced level of negotiation skills with the ability to lead a purchase order negotiation no supervision.

**Essential Qualifications and Education**:

- At least 10 - 15 years of supervision or management of a Purchasing organization leading the procurement of materials and equipment within the Energy, Oil and Gas or related industry, while utilizing an integrated ERP system.
- College degree (Bachelor of Arts or Science) required or related experience.
