About the Role

The Operations Management Specialist will be accountable for managing minor works and projects within the scope of HIA Facilities Management.

This role involves ensuring that design requirements from internal and external stakeholders are met while adhering to Project Management Institute standards and procedures.

Key Responsibilities
  • Evaluate and recommend optimized procurement strategies for project delivery through close collaboration with the MATAR procurement team to maximize value return on CAPEX investments.
  • Manage risks under the ownership of the minor works and projects team by identifying new and emerging risks, implementing effective mitigating control measures, and maintaining a live department risk register and action tracker.
  • Oversee and manage design needs throughout all portfolio projects of HIA FM Minor Works and Projects in liaison with project managers and stakeholders to ensure compliance with statutory and regulatory requirements, and local and international design standards.
  • Manage the delivery of design for each project by regularly monitoring progress against contractual KPIs.
  • Support the implementation of green buildings principles and regulations in design requirements definition.
  • Responsible for planning and budgeting short, medium, and long-term design needs.
  • Create and manage relevant budgets within the business planning cycle through effective business case analysis and risk management processes.
  • Monitor quality of design in respect to HIA national and international standards.
  • Review and approve stakeholder project requests from internal and external stakeholders to endorse the Project Charter.
  • Manage value engineering process throughout the life cycle of each project.
  • Contribute to ensure effective handover of assets modified by minor works and projects to the facilities management delivery team and operations.
  • Responsible for performance reporting of minor works programs by consolidating data aligned with defined KPI targets.
  • Assure all projects align with the requirements of the HIA PMI and asset management system.
  • Ensure construction follows approved design and variations are properly evaluated and managed.
  • Maintain effective and collaborative relationships with all stakeholders across the HIA estate.
  • Ensure design needs required to support each project are prioritized based on business objectives.
