About the Role:
DG Jones and Partners is seeking an experienced Procurement Strategist to oversee the procurement lifecycle for complex projects. The ideal candidate will have a deep understanding of governance structures, contractual frameworks, vendor management, and strategic procurement planning.
Responsibilities:
- Procurement Lifecycle Management: Expertise in supplier prequalification, tendering, proposal evaluation, and contract award processes. Ensures adherence to procurement best practices and compliance with company policies.
- Governance & Compliance: In-depth understanding of governance structures, including employer entity requirements, joint ventures, and governmental regulations. Ensures procurement activities align with legal and regulatory frameworks.
- Contract Management & Expertise: Strong knowledge of FIDIC contracts (White, Red, and Yellow Books) and framework agreements to streamline procurement timelines. Ability to draft, review, and implement contract terms and agreements effectively.
- Stakeholder Engagement & Coordination: Engages with internal end-users, consultants, and service providers to refine RFPs and ensure alignment with project needs. Establishes and leads technical and commercial committees for evaluation and decision-making.
- Vendor & Tender Management: Manages vendor prequalification, tender preparation, bid evaluation, post-tender clarifications, negotiations, and contract awards. Oversees query resolution and bid-opening processes.
- Evaluation Criteria & Proposal Assessment: Develops clear evaluation criteria aligned with project objectives, scope requirements, and contract terms. Assesses proposals, identifies key risks, and prepares detailed procurement reports.
- RFP & Procurement Strategy Optimization: Works under pressure to manage RFP cycles efficiently and identifies opportunities to optimize procurement timelines. Ensures quality and compliance in every stage of the process.
- Communication & Team Leadership: Clearly articulates procurement objectives and expectations to teams and external stakeholders. Facilitates market engagement and ensures timely preparation and deployment of RFPs.
- Strategic Procurement Planning: Leads procurement planning efforts, including initiation, consolidation, packaging, and monitoring to optimize resource utilization. Ensures alignment with project budgets and timelines.
- Tender Opening & Negotiation: Oversees tender openings, ensuring engagement with predefined stakeholders and maintaining proper documentation. Prepares and conducts negotiation sessions to achieve mutually beneficial agreements with bidders.
- Knowledge Sharing & Best Practices: Shares industry insights and best practices to enhance procurement efficiency and team performance. Implements innovative procurement solutions to drive organizational improvements.
- Procurement for Mega Projects: Extensive experience managing procurement processes for mega construction projects, particularly from the client-side. Understands the complexities of large-scale project procurement and applies strategic approaches to mitigate risks.
- Operational & Organizational Alignment: Manages procurement operations to align with business strategies and proactively addresses procurement challenges. Ensures seamless coordination between procurement activities and project objectives.
Qualifications & Experience:
- Bachelor's degree in Supply Chain Management, Procurement, Business Administration, Engineering, or a related field.
- 10+ years of experience in procurement within the construction, infrastructure, or engineering industry.
- Proven expertise in FIDIC contracts, tender management, and vendor negotiations.
- Strong knowledge of procurement governance, compliance, and best practices.
- Experience managing procurement for large-scale and mega projects.
- Excellent communication, negotiation, and stakeholder management skills.
