**Responsibilities**
- To undertake financial control and reporting within Drainage Network Operations Maintenance Department (DNOMD).
- Assist in the establishment of the annual budget and five year financial plan.
- Monitor, report and control budget to assure achievement.
- Provide business partnering service to Sections to understand business needs and provide financial input to business decision making.
- Act as link with PWA corporate Finance Department to ensure corporate budgeting and reporting are satisfied and payments to suppliers are made on time.
- Assist in the development of financial policies and procedures and ensure compliance.
- Carry out financial compliance audits and make recommendations for improved governance to mitigate risk.
- Act as ‘super-user’ for financial systems.

**Qualifications**
- Bachelor’s degree in Accountancy or equivalent from recognized University.
- Education qualification shall be obtained from North America, West Europe, Australia or equivalent University.
- Studying towards membership of a professional accounting body (ICAEM, CIMA, ACCA, CIPFA).

**Experience**
- Minimum 5 years of experience after obtaining degree from North America, West Europe, Australia or equivalent University.
- Post qualified experience in finance analyst role, knowledge of accounting concepts and has undertaken similar task as per above item 1 and able to demonstrate technical competencies and skills as per below item 4 and 5.

**Technical Competencies**
- Accounting.
- Corporate Finance.
- Knowledge of range of financial systems.
- Reporting Research Results.
- Advanced Excel spreadsheet skills.

**Skills**
- Strong ability to communicate in English verbally and writing is essential. Fluency in Arabic language is an advantage.
- Preferably able to speak and write in Arabic.
- Influencing and excellent negotiator
- Commercial Mind-set.
- Innovative.
