Safety Specialist

Our client in the steel industry is looking for a Safety Specialist to join their operations in Qatar. The purpose of the role is to execute safety regulations, policies, and procedures, and monitor execution by other departments. To maintain safety for all people, assets, equipment, and material. To devise safety plans, monitor practices to ensure compliance, and respond to emergencies as needed.
- **Key Accountabilities**
- Safety_
- Participate in design and implementation of site HSE plan, policies, procedures, and guidelines.
- Ensure that the company retains its license to operate, including but not limited to ISO 45001 Certification, ISO 14001 Certification and compliance to HSE requirements.
- Meet health, safety, environment and security standards and operational targets to ensure that staff are provided with a safe working environment.
- Supervise and monitor compliance on site with all relevant statutory, regulatory, contractual and company requirements including international certifications.
- Manage and formulate approved Permit-to-Work System in order to ensure that the highest levels of performance are achieved.
- Review the impact of the company on the environment and create plans to minimise or eliminate any impact on the company’s surroundings.
- Review plans and specifications for new machinery and equipment to make sure that they meet safety requirements and evaluate the effectiveness of manufacturing control mechanisms.
- Identify and correct potential hazards by inspecting facilities, machinery, and safety equipment.
- Conduct safety activities including but not limited to hazard identification and risk management, incident investigation and reporting, waste management, pollution prevention and control, emergency response and various compliance activities.
- Ensure that products comply with health and safety regulations.
- Ensure that safety devices on machinery are adequate and in place.
- Execute safety measures and safety programs according to safety standards in emergency cases, as directed by Head Safety.
- Participate in planning internal and external audits and update department's Balanced Score Card and Risk Management system.
- Team Supervision_
- Provide guidance and on the job training for junior colleagues and conduct knowledge sharing to facilitate achievement of team objectives and completion of tasks in an efficient manner which is consistent with operating procedures and policy.
- Budgeting and Financial Performance_
- Monitor the financial performance of a given area of activity versus budgets and ensure all activities are carried out in line with the approved guidelines while promptly reporting on any variances to management.
- Policies, Systems, Processes & Procedures_
- Provide inputs and implement policies, systems, and procedure for the assigned team so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service.
- Continual Improvement_
- Participate in the identification of opportunities for continual improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
- Reporting_
- Prepare monthly HSE statistics reports and present to management.
- Provide weekly project reports as and when applicable.
- Prepare monthly HSE Report for external stakeholders, Qatar Energy, QE/MIC, His Excellency Reports.
- Quality, Health, Safety & Environment_
- Comply with all relevant safety, quality and environmental management policies, procedures, and controls to ensure a healthy and safe work environment.
- Related Assignments_
- Perform other related duties or assignments as directed by the Head of Safety.

**Qualifications, Experience, & Skills**:

- Minimum Qualifications:_
- University Graduate in Technical Discipline from a reputable university and NEBOSH IGC
- Qualification in Safety Management is preferred.
- Minimum Experience:_
- 5-10 years of experience in plant safety.
- Manufacturing/ steel industry experience is preferred.
- Job-Specific Skills (Generic / Technical):_
Proficiency in English.

Specialist skills and knowledge in own area plus general knowledge and understanding whole Section.

Full understanding of plant and process specifications and parameters.

Comprehensive knowledge and understanding of safety, environment and quality procedures and standards.

Knowledge and understanding of process calculations and computations.

Ability to read and interpret technical drawings and documents.

Basic mathematical skills.

Ability to work both as part of a team and independently, on own initiative.

Problem solving skills.

Communication skills - written and verbal.

Technical and business report writing skills.
