SUPPLY CHAIN

**Primary purpose of job**
Assist in planning, controlling, managing and developing the Contracts Department with the capability to

provide expertise, advice and supervision throughout the tendering process, from tender preparation to

award and release of contract, during contract administration and in any other contractual matters

relevant to QatarEnergy Departments while maintaining integrity and business ethics.

Ensure that the QatarEnergy's regulations, policies, guidelines, processes and procedures related to

tendering, contract preparation/award and contract administration are followed. As a service provider,

ensure that the assigned Sponsoring departments in QatarEnergy are provided with a quality contractual

service related to tendering, contract award/preparation and contract administration. Provide guidance

to assigned sponsoring departments in the execution of contracts related.

Ensure that the Division fulfils and operates within the defined roles and responsibilities. Supervise staff

in the Division, monitor performance, and take corrective action as required. Meet regularly with

Managers and staff from assigned sponsoring departments to enhance working relationship and as a

means to monitor Division's overall performance as measured against the Department's key performance

indicators (KPIs).

Assist in developing and improving tender/contract processes, policies, guidelines, models, and

procedures. Reviews / contributes in finalisation of Project Execution Strategies prepared by assigned

end-user departments in QatarEnergy.

Represents Contracts Department in different tenders and working committees, internally and externally,

as assigned.

**Experience & Skills**
15 years multi-disciplinary experience in various strata of contract management, including 8

years Oil & Gas Industry in a managerial position with maturity to provide consistent quality

engineering business advice. Substantial knowledge and hands-on experience of tendering and

contracting practices. Good oral and written English language with proficiency in contract

verbalism, good report writing, analytical and computer skills. Sound knowledge of international

and national contract engineering business standards, laws and byelaws. Effective leadership /

motivation skills.

**Education**
B.Sc. in Engineering Discipline or equivalent.
