Job Summary
Enforce compliance with Qatar's Excise Tax Law and the forthcoming VAT framework. Focus on auditing excise taxpayers and VAT registrants, reviewing returns and declarations, and detecting fraudulent practices such as smuggling, under-invoicing, or false refund claims. Safeguard excise and VAT revenues, support fair market practices, and protect the integrity of the tax system.
Key Responsibilities
Review excise declarations for taxable goods (tobacco, energy drinks, sweetened beverages, special goods).
Verify VAT returns once implemented, ensuring proper application of input/output credits.
Check compliance for imports, exports, and intra-GCC supplies.
Conduct audits of excise taxpayers, importers, wholesalers, and retailers.
Perform VAT audits for medium-to-large businesses with complex supply chains.
Inspect warehouses, customs records, and supply chains.
Validate excise stamps, tracking systems, and invoicing requirements.
Detect under-declaration, smuggling, under-invoicing, and false refund claims.
Identify VAT fraud schemes such as carousel fraud.
Draft audit reports and penalty recommendations.
Support enforcement teams with evidence and case files.
Coordinate with Customs and Ministry of Commerce & Industry on compliance.
Train junior examiners on excise and VAT audit methodologies.
Contribute to VAT readiness tools and audit manuals.
Qualifications & Experience
Bachelor's degree in Accounting, Taxation, Economics, or Business Administration.
Master's degree or specialised diploma in Indirect Tax or Customs preferred.
Professional certification (CPA, ACCA, CTA, or indirect tax specialisation such as CIOT/CTP) is an advantage.
7–10 years' experience in indirect tax auditing (excise/VAT) within a tax authority, customs, or professional services firm.
Expertise in excise audits of high-risk industries and VAT audits of complex supply chains.
Track record in detecting fraud such as smuggling, under-invoicing, and carousel fraud.
Strong knowledge of Qatar's Excise Tax Law and GCC VAT Unified Agreement.
Understanding of compliance challenges in import-driven economies.
Strong stakeholder engagement and audit skills.
Arabic and English proficiency highly desirable.
