Quantity Surveyor - Marine/Dredging WorksLocation: Qatar Onshore (Doha initially, then Ras Laffan Project Site Offices)Contract Duration: 36 Months (with possibility of extension)Work Schedule: 10 hours/day, 5 days/week (22 days/month)Estimated Start Date: February 2026We are seeking a Quantity Surveyor to provide cost control, contract administration, and commercial support for a major marine and dredging project. The role will focus on RLIC port dredging, area reclamation, and associated civil works.Job Purpose Provide cost control, contract administration, and commercial support for oil & gas projects during FEED and execution phases.Manage initial stage activities dedicated to port dredging and land reclamation. Reporting & Relationships Reports to Project Manager (Dredging).Direct reports: None.Frequent internal contact with project teams, PMT, RLIC, and Operations Engineering.Frequent external contact with EPC contractors and subcontractors. Job Context & Major Challenges Verify EPC dredged volumes against contract schedules.Validate contractor submissions against dredging plans and site data.Monitor variations (unexpected volumes, substrate changes) and reconcile costs.Handle contract claims for marine works, payment certificates, and project close-outs.Conduct site visits to validate contractor invoices, prepare valuations, and progress reports.Track variations, extra work, collect price indices, process payment proposals, and manage final accounts. Key Responsibilities Demonstrate personal SHES leadership and participate in Toolbox Talks, Task Instructions, and site safety walkthroughs.Ensure contractors conduct engineering design in accordance with project requirements, specifications, and safe practices.Prepare quantity estimates, take-offs, cost plans, and support tendering/bidding stages.Monitor contractor progress and valuations, processing interim payments and variations.Evaluate variation orders, cost claims, and change management.Maintain contract registers, cost forecasts, and risk registers.Participate in cost control meetings and support procurement with pricing and commercial evaluations.Ensure RLIC and Port Authority involvement and endorsement for all activities related to port dredging and berth area development. Qualifications & Experience Bachelor's degree in Quantity Surveying, Cost Engineering, or Engineering.Minimum 6 years' experience in engineering roles, including 2 years in Oil & Gas, with cost control or quantity surveying exposure.Experience preparing valuations, claims, and reconciliations on large projects.Familiarity with standard contracts (FIDIC, NEC, EPC, reimbursable/cost-plus) and cost tracking tools.Familiarity with dredging and earth movement works.Strong analytical, Excel, and communication skills for interfacing with engineering, procurement, and contractors. Technical and Business Skills Fluent in written and spoken English.Strong leadership skills and personal integrity, with experience guiding and assisting contractor teams.Excellent analytical, organisational, coordination, and planning skills.Effective written and verbal communication and ability to interact at all levels.Mediation, conflict resolution, problem-solving, creative thinking, influencing, and empathy skills.Proficient in Microsoft Office suite. Health, Safety & Environment Ensure all activities comply with company HSE and quality policies.Contribute to workforce development, including mentoring of local employees.Ensure compliance with anti-trust, competition, and internal company policies.
