Role Objective

The Section Head – General Services & Security will have overall responsibility of planning, and overseeing effective administration of the General Services & Security section of Doha Bank, in compliance with the government regulations and Organisational policies. The incumbent will ensure that Security & Access control systems for branches and ATMs are in line with MOI/QCB/internal requirements. The job holder will monitor overall functioning of General Services unit, including but not limited to placement, and recording of fixed assets of different departments/branches, outsourcing coordination, resolution of service/maintenance issues, fleet management, pest control, cleaning, space allocation, helpdesk support, dispatch, insurance (all property risk and public liability), and office supplies support.

Detailed Roles and Responsibilities:


• Contribute towards the development of policies & procedures for the General Services & Security section to ensure efficient and flawless operations.


• Monitor the overall performance of the General Services & Security section activities & report deviations to the Department Head – Administration on a timely basis.


• Contribute to process improvement/ quality enhancement initiatives with respect to procurement service delivery.


• Guide the section staffs, ensuring prompt delivery of service requests routed by Doha Bank employees, within the stipulated SLAs.


• Oversee and contribute to the development of/streamlining/standardization of effective work processes related to the current procurement System, including but not limited to system upgrading, and procedures etc.


• Oversee the development of the vendor management processes, contracting principles and work procurement program for a new business unit and/or location, as when required.


• Lead special projects within the section, managing varied aspects including project deliverables, resource allocation, quality assurance, periodic evaluations and assessments.


• Formulate and manage operational service level agreements with clear guidelines and standards to ensure consistent delivery of General Services & Security services across the organization.


• Monitor existing service level agreements, and ensure that all terms and conditions stated in the SLAs/contract are timely and effectively fulfilled by the security and office maintenance vendors. Collaborate with the Contract & vendor Management section on conducting negotiations with suppliers on proposals, and on account of the development/execution of contractual documents with the respective suppliers within the GSS section


• Formulate, and, oversee effective implementation of the General Services & Security plans and policies, in line with the Doha Bank's strategic business objectives.


• Contribute to the research, analysis and ideas for the development of Doha Bank's overall Administration strategy to ensure that General Services & Security initiatives are appropriately integrated and aligned.


• Constantly update self on business, economic, and competitive scenario, and recommend adequate suggestions/insights to the Department Head – Administration, as appropriate


• Closely work with the function/department/section heads to formulate on immediate and long-term strategic General Services & Security plans, to capitalize on opportunities and reduce inadequacies.


• Direct and monitor the overall performance of General Services and Security section activities & implement necessary actions to mitigate the deviations on a timely basis.


• Establish a strong system of internal control for safeguarding DB fixed assets and adequate insurance coverage.


• Manage the development of effective work processes related to the current systems and practices, including but not limited to system upgrading, and procedures etc.


• Oversee to ensure that archive details are inputted/registered in the Access Database system.


• Guide the team and monitor to ensure timely arrangement / placement of manual laborers and further coordination efforts and work status for shifting of furniture's/ other fixed asset items to branches/ departments, as applicable.


• Promptly review reports on the asset condition, and recommendations for the write-off, in case of redundancy of the fixed asset, and execute necessary actions.

Qualifications and Experience:

  • University graduate with a degree in Business or Banking or Finance or any other related discipline.
  • 13-18 years total experience in financial services/banking industry, entailing responsibilities. pertaining to the specific area of discipline.
  • Experience in assets management/Inventory control/ general administration in financial services industry at a supervisory capacity.
