Role Overview: Seeking an experienced Seasoned Procurement Specialist to oversee all procurement phases of tagged items and bulks throughout the project execution phase. Must demonstrate exemplary compliance with HSE regulations within the designated area.

Main Responsibilities:

  • Supervise procurement phases such as purchasing, expediting, inspections, logistics, and on-site support.
  • Collaborate with the EPCIC Contractor to ensure smooth processing of Purchase Orders, subcontracts, and equipment packages for timely delivery.
  • Ensure technical alignment with relevant disciplines and QAQC personnel during the EPCIC Contract and Close-out phases.
  • Provide reports and communicate with the Package Manager as necessary.

Role Scope: Integral part of the PMT team, managing multiple EPCIC Contracts spanning six years, with a focus on Greenfield and significant Brownfield integration complexities.

Project Overview:

  • EPCI 9 (SURF): Involves the installation of pipelines, risers, and composite cables.
  • EPCIC 11 (WHP): Involves the installation of Wellhead Platforms (WHPs), jackets, and topsides.
  • EPCIC 12 (RP): Involves the installation of a Riser Platform and interconnecting bridge.
  • EPCIC 13 (CPP): Involves the installation of a Central Process Platform and associated structures.

Location Specifics:

  • Office location in Doha with occasional travel to vendor sites.

Key Activities:

  • Ensure adherence to company values, policies, relevant laws, and regulations.
  • Maintain confidentiality of work-related information.
  • Review and approve EPCIC Contractors' procurement staff and processes.
  • Oversee timely issuance of required deliverables for subcontracts/POs.
  • Lead RFQ preparation, technical bid assessments, and procurement scheduling.
  • Collaborate with engineering, QAQC, and other departments for vendor evaluations and audits.
  • Supervise and expedite prompt delivery of materials and vendor documentation.
  • Participate in project progress evaluations, identify procurement risks, and suggest mitigation strategies.
  • Evaluate vendor performance and handle procurement of spare parts.
  • Advocate a "no change policy" to meet financial and timeline restrictions while upholding quality and safety standards.

Skills & Qualifications Required:

  • Bachelor's degree in any engineering field.
  • Extensive background in oil & gas projects, with proven experience in monitoring EPC Contractors' procurement operations.
  • Available for international technical assignments.
  • Proficiency in English language.
  • Competent in using various computer applications.
  • Demonstrated strong leadership, communication, and analytical abilities.
  • Aptitude for working in diverse and complex environments.
