Manage, plan, and implement fire prevention systems, processes and procedures, inspection, testing, and maintenance services to safeguard life and assets against fire and related hazards and ensure an effective response to any emergency situation.

KEY ACCOUNTABILITIES

Strategy and Performance Management

• Contribute to the development and execution of the Department short to mid-term strategic plan to ensure alignment with the Department's strategic priorities, and the corporate goals.
• Contribute to the development of annual business plans for the assigned areas of responsibility to support the achievement of financial and strategic objectives.
• Monitor, control and report key performance indicators related to the Section in order to track performance and recommend corrective actions.

People Management

• Manage the activities of direct reports to ensure that all work is carried out in an efficient manner, in line with the annual business plans, policies and procedures.
• Manage the performance management process by setting annual objectives, and developing staff through mentoring, coaching and constructive feedback.
• Identify employees' training and developmental needs and in conjunction with Human Capital Department bridge the knowledge gaps to ensure continuous progression, and high-level of competence within the team.
• Implement developmental plans to assist qualified Qatari Nationals to occupy potential vacancies so as to adhere to stipulated Qatarisation targets.

Organisation Structure

• Contribute to defining an optimum structure for the Section, to ensure smooth workflow of operational processes and optimal utilisation of resources.

Budget Planning

• Provide input into the preparation and consolidation of the Section's budget, monitor financial performance during the year and identify areas of unsatisfactory performance (if any), and recommend mitigating actions.

Fire Prevention and Emergency Response Management

• Manage the planning and design reviews of existing operational fixed fire protection systems advising on deviations from current specifications to incorporate changes in technology and risk in alignment with industry best practices.
• Liaise with Production and Process Safety areas to establish shutdown activities, rescue plans, and emergency response strategies to ensure that core fire safety elements are in place.
• Ensure compliance with Regulatory Fire Certification and commissioning for all new and existing safety assets and facilities to prevent fire incidents.
• Recommend emergency response materials and equipment for all assets and oversee the preparation and implementation of their comprehensive maintenance, inspection, and testing programs to ensure their readiness and availability in all locations for fire protection and prevention.
• Manage the inspection, testing, and maintenance of mobile and fixed firefighting equipment to ensure that an accurate inventory of on-site response equipment is always in place.
• Oversee maintenance planning and scheduling in SAP of firefighting equipment and critical PPE as well as offshore fire and life safety equipment to ensure proper registration and tracking of all required equipment when needed, in alignment with all procedures.
• Ensure state-of-the-art technology and processes are employed to optimise performance.
• In case of an emergency, leads and coordinates the Emergency Response teams to ensure minimum loss of life and assets.

Investigations and Advisory

• Manage the plant inspections as well as all new assets taken on board in order to provide solutions and design changes for fire protection measures and recommendations for life safety provision.
• Carry out investigations, analysis, and reporting of all fire and near-miss incidents at the assigned Q-Chem/ RLOC and RLP managed facilities to implement lessons learned and provide advice on an effective company fire prevention strategy.
• Manage the evaluations and advice in matters related to safety laws, government regulations, and approved codes of practice affecting fire engineering and prevention to keep all stakeholders informed and prepared at all times.
• Manage the accurate operational, technical, and risk assessment input as well as the identification of appropriate risk mitigation strategies and solutions to provide actions plans for current and future large-scale projects accordingly.
• Conduct benchmarking and research exercises around fires and explosions for company against OGP and similar international companies to ensure alignment with best practices.

Safety Communication and Trainings

• Participate in and manage, if required, safety meetings, distribute hazard awareness information, publish circulars and newsletters, conduct safety promotions/trainings, and implement incentive programs to increase general awareness on safety issues.
• Develop and conduct appropriate safety trainings for relevant departments as required to spread awareness.
• Ensure that all personnel are oriented and trained appropriately for fire safety and emergency risk management and verify that contractors' safety trainings comply with requirements.

Policies, Systems, Processes and Procedures

• Recommend improvements to departmental procedures, and ensure implementation of policies, procedures, systems, and controls covering the assigned areas of responsibility so that all activities meet safety's standards, compliance, and regulatory requirements, align to business requirements, and increase operational efficiency.
• Identify opportunities for the continuous improvement of systems, processes and practices taking into account 'international leading practices', in order to increase operational effectiveness.

Quality, Health, Security, Safety and Environment

• Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls across the Section to guarantee employee safety and delivery of high-quality products/services.

Reporting

• Ensure that all relative reports are prepared timely and accurately, and meet the Department's requirements, policies, and standards.

QUALIFICATIONS & EXPERIENCE

Education

Required: Bachelor's Degree Science, Occupational Safety or any other discipline.

Preferred: Master's degree in Fire Safety, Occupational Safety, Risk Management, Fire Protection, Engineering, or any other discipline.

Experience

Required: 7-10 years of experience in the O&G Industry, out of which 4 years at a Supervisor/ Mid-Management level.

Preferred: Experience in Petrochemicals Industry.

Other Job Specific Requirements and/or Vocational Accreditations

• Instructor level proficiency in topics ranging from emergency response systems (NIMS), effective emergency response organizational structures, leadership development, leading by example.
• Instructor level knowledge of OSHA, NFPA, and similar regulations and consensus standards governing fire safety, fire protection, and emergency response is required.
• Prior experience in conducting hazard identifications, incident investigations, and internal audits of plant safety and emergency response programs.

Examples of third-party certification/accreditation considered important and necessary to this position include:

• SFFMA Advanced Firefighter, IFSAC Firefighter II, or TCFP Firefighter II.
• Incident Command Qualified (IFSAC Fire Officer I, TCFP Officer I, or NIMS 100, 200, 400 or 700).
• Texas Department of State Health Services or National Registry Emergency Medical Technician (Basic, Intermediate or Paramedic).
• NEBOSH or equivalent certification.

Required: English - proficient.

Preferred: Arabic - working knowledge.
